Page 5 of 7 <br />professional telecommunications engineering services to manage and maintain <br />the City's radio base station and public safety console equipment <br />Recommendation: <br />By motion, determine that, due to the availability and proprietary nature of the <br />services requested, there is only one reasonable and practicable source for the <br />required service and the contract may be awarded without a competitive bidding <br />process, and approve and authorize the City Manager to execute a three (3) year <br />agreement not to exceed $195,552 between the City of Redwood City and <br />Telecommunications Engineering Associates (TEA) to provide LawNet support <br />services, upgrades, and public safety communications equipment maintenance <br />and repair for the period of July 1, 2025 through June 30, 2028 (requires 5/7 <br />vote). <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />8.E.Live Performance Agreement between the City of Redwood City and Zoppé <br />Circus and related resolution establishing a temporary time limit on parking <br />spaces in the Library parking lots <br />Recommendation: <br />1. By motion, determine that due to the nature of the services, a competitive <br />bidding process is not likely to serve the best interests of the City and the contract <br />may be awarded without a competitive bidding process, and approve and <br />authorize the City Manager to execute the Live Performance Agreement between <br />the City of Redwood City and Zoppé Circus in an amount not to exceed $295,000 <br />(requires 5/7 vote); and <br />2. Adopt a resolution of the City Council of the City of Redwood City establishing <br />a temporary one-hour time limit on the use of parking spaces in Library Lots A, B, <br />and C. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />8.F.Amend the City's Classification and Salary and Wage Plan to update salary <br />ranges to incorporate a 2025 cost-of-living adjustment as provided in the Chief <br />Officers’ Association Memorandum of Understanding (October 1, 2024 – <br />September 30, 2027), the Redwood City Management Employees Association <br />Memorandum of Understanding (October 1, 2024 – August 29, 2027), and <br />Summary of Compensation and Terms of Employment for the Confidential <br />Employee Group (March 10, 2025 – September 30, 2027), and amend the job <br />description for Librarian I/II to add Lead Librarian level <br />Recommendation: <br />5
