Agreement for Services with Wallace Roberts & Todd, LLC (WRT) in an amount <br />not to exceed $350,000 over a 3-year period, through October 2028, with the <br />option to extend for two additional one-year periods in an amount not to exceed <br />$100,000 per extension term. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />8.C.Final acceptance of the Seaport Centre Levee Improvements and the Seaport <br />Plaza Levee Improvements, summary vacation of portions of the easement <br />formerly known as Seaport Levee, and the Second Amendment to the Levee <br />Financing and Improvement Agreement <br />Recommendation: <br />1. Adopt a resolution accepting as complete the Levee and Related Flood <br />Protection Facilities on Seaport Plaza and the Modified Levee and Related Flood <br />Protection Facilities on Seaport Centre ; <br />2. Adopt a resolution summarily vacating a portion of the easement for <br />maintenance of the Seaport Centre Levee pursuant to Part 3 of Division 9 of <br />Chapter 4 of the California Streets and Highways Code; and <br />3. Adopt a resolution approving a Second Amendment to Levee Financing and <br />Improvement Agreement among the City of Redwood City, HCP LS Redwood City, <br />LLC, Metropolitan Life Insurance Company, and Seaport Centre Owners’ <br />Association. <br />CEQA: <br />This activity is not a project under California Environmental Quality Act (CEQA) as <br />defined in CEQA Guidelines, Section 15378, because it has no potential for <br />resulting in either a direct or reasonably foreseeable indirect physical change in <br />the environment. This activity simply authorizes acceptance of facilities that have <br />been constructed in accordance with the LFIA, as authorized on October 26, 2020, <br />and the Second Amendment to the LFIA authorizes use of funds for certain <br />maintenance activities contemplated by the CFD rate and method incorporated <br />in the CFD formation resolution. Moreover, on October 26, 2020, the City Council <br />determined that Seaport Levee Improvements were categorically exempt from <br />the requirements of the California Environmental Quality Act (“CEQA”) pursuant <br />to State CEQA Guidelines, 14 CCR §§ 15000, et seq., Sections 15301 (Class 1. <br />Existing Facilities), 15302 (Class 2. Replacement or Reconstruction), 15304 (Class <br />4. Minor Alterations to Land), and 15311 (Class 11. Accessory Structures). A <br />Notice of Exemption was filed on February 4, 2021. <br />8.D.Agreement with Daryl Jones, Inc.
