<br />Veterans Memorial Senior Center/YMCA Project 6 Addendum #2 <br />City of Redwood City November 2025 <br />The original project included a total of 222 off-street vehicle parking spaces in the surface parking <br />lot areas to the northwest and southwest of the new YMCA building. Without the Valota Road <br />driveway under the modified project, the surface parking areas would be reconfigured and the <br />overall number of off-street parking spaces available in the surface parking lot would be reduced to <br />180. To provide additional parking that could be used by visitors to the site, the modified project <br />would add a total of 28 on-street parking stalls on Madison Avenue, nine of which would be parallel <br />parking stalls within the existing right-of-way along the YMCA frontage, and 19 of which would be <br />angled parking stalls within the existing right-of-way along the VMSC frontage. <br /> <br />In addition, the modified project would include the restriping of three surface parking areas in the <br />vicinity in Red Morton Park: 1) the surface parking lot adjacent to the Community Activities Building <br />(adding 16 parking stalls), 2) the surface parking lot accessed via Myrtle Street (adding six parking <br />stalls), and 3) the Red Morton parking lot (adding six parking stalls). With the restriping of these <br />three surface parking lots, an additional 28 spaces would be added to the overall parking inventory. <br />See Figure 3.1-1 below for a comparison between the original project and the modified project. <br /> <br />3.1.3 Construction Activities <br />As discussed under Section 2.2 above, the original project assumed that Phase 2 of the project <br />would require excavation and the removal of approximately 1,365 cubic yards of soil during <br />construction activities. Based on updated calculations, the modified project would require the <br />excavation and off haul of approximately 10,000 cubic yards of soil, which would be an increase of <br />approximately 8,635 cubic yards compared to what was analyzed in the original project. Other <br />details such as the proposed diesel-powered equipment and overall duration of construction <br />activities would be similar to what was assumed for the original project. <br /> <br />3.1.4 Off-Site Utility Improvements <br />As discussed in in Section 4.7 below, the 2019 EIR noted that cumulative projects (including the <br />original project) may be required to replace older sanitary sewer lines to reduce rainfall infiltration <br />and reduce the cumulative peak wet weather flow in the utility system. Consistent with this finding, <br />the modified project would make a monetary fair-share contribution to: a) the design and <br />construction of upgrades to the existing sanitary sewer main from the project’s point of connection <br />to King Street, and b) identified improvements in the Redwood City 2023 Sanitary Sewer Capacity <br />Master Plan (i.e., C12, C13, and C3) as a Condition of Approval. All sewer improvements would be <br />installed by the City prior to completion of Phase 2.1 <br /> <br />1 These utility improvements would only involve replacement and upsizing of existing sewer pipes in the same location. <br />Pursuant to CEQA Guidelines Sections 15301, 15302, and 15303, the City has found installation of these improvements is <br />exempt from further CEQA review because it would involve minor changes to existing facilities with little expansion of use, <br />replacement and reconstruction of existing facilities in the same location for the same purpose, and construction of limited <br />small sewage facilities to serve the project. Accordingly, this Addendum does not discuss potential impacts of these <br />improvements further, and a Notice of Exemption for these improvements will be filed as appropriate.
