Veterans Memorial Senior Center/YMCA Project 8 Addendum #2 <br />City of Redwood City November 2025 <br />Section 4.0 Environmental Impacts of the <br />Proposed Modifications to the <br />Original Project <br />The discussion below describes the environmental impacts of the proposed project modifications <br />compared to the original project evaluated in the 2019 EIR and 2022 Addendum. Construction of <br />the first phase of the project began in June 2021 and is anticipated to be completed in the Winter of <br />2025. The existing conditions for the project site and surrounding vicinity have not substantially <br />changed since the certification of the 2019 EIR and adoption of the 2022 Addendum. The following <br />resource areas would not experience changes in the level of impacts from the modified project <br />compared to what was discussed in the 2019 EIR and 2022 Addendum: <br />Agriculture and Forestry Resources <br />Cultural Resources <br />Hazards and Hazardous Materials <br />Land Use and Planning <br />Mineral Resources <br />Population and Housing <br />Public Services <br />Recreation <br />Tribal Cultural Resources <br />Wildfire <br />The modified project would not alter the analysis in the 2019 EIR or 2022 Addendum with regard to <br />the above listed resource areas because: <br />Agriculture and Forestry Resources. There are no agricultural and forestry resources, <br />mineral resources, or risk of wildfire on-site or in the area. The modified project does not <br />affect these existing conditions and, therefore, would not result in any new significant <br />impacts or more severe significant impacts than disclosed in the 2019 EIR or 2022 <br />Addendum. <br />Cultural Resources. The original project involved demolition of all existing buildings on-site, <br />including the senior center, which was determined to be a historic resource. To mitigate this <br />significant impact, the 2019 EIR identified mitigation measures (2019 EIR MM CUL-1.1 and <br />2019 EIR MM CUL-1.2) to document the senior center through drawings, photographs, and <br />a narrative overview, and create an interpretive display commemorating the history and <br />significance of the senior center. However, since the historic resource would still be <br />demolished, the original project was found to result in a significant and unavoidable impact <br />with mitigation incorporated. The modified project would involve the demolition of the <br />same buildings as the original project and would still be required to implement the same <br />mitigation measures (including 2019 EIR MM CUL-1.1 and 2019 EIR MM CUL 1.2). Although <br />the estimates for the volume of soil that would be excavated have increased compared to <br />the original project, the removal of the Valota Road driveway under the modified project <br />would result in a smaller area of the site that would be disturbed during construction <br />activities. The modified project would implement the same mitigation measures (including <br />2019 EIR MM CUL-2.1 and 2019 EIR MM CUL-2.2) and conditions of approval requiring <br />ATTY/RESO.0111/CC RESO CONSIDERING AND APPROVING AN ADDENDUM TO THE FINAL EIR (YMCA PROJECT CEQA) - EXHIBIT A <br />REV: 11-06-25 VR
