Veterans Memorial Senior Center/YMCA Project 8 Addendum #2 City of Redwood City November 2025 Section 4.0 Environmental Impacts of the Proposed Modifications to the Original Project The discussion below describes the environmental impacts of the proposed project modifications compared to the original project evaluated in the 2019 EIR and 2022 Addendum. Construction of the first phase of the project began in June 2021 and is anticipated to be completed in the Winter of 2025. The existing conditions for the project site and surrounding vicinity have not substantially changed since the certification of the 2019 EIR and adoption of the 2022 Addendum. The following resource areas would not experience changes in the level of impacts from the modified project compared to what was discussed in the 2019 EIR and 2022 Addendum: Agriculture and Forestry Resources Cultural Resources Hazards and Hazardous Materials Land Use and Planning Mineral Resources Population and Housing Public Services Recreation Tribal Cultural Resources Wildfire The modified project would not alter the analysis in the 2019 EIR or 2022 Addendum with regard to the above listed resource areas because: Agriculture and Forestry Resources. There are no agricultural and forestry resources, mineral resources, or risk of wildfire on-site or in the area. The modified project does not affect these existing conditions and, therefore, would not result in any new significant impacts or more severe significant impacts than disclosed in the 2019 EIR or 2022 Addendum. Cultural Resources. The original project involved demolition of all existing buildings on-site, including the senior center, which was determined to be a historic resource. To mitigate this significant impact, the 2019 EIR identified mitigation measures (2019 EIR MM CUL-1.1 and 2019 EIR MM CUL-1.2) to document the senior center through drawings, photographs, and a narrative overview, and create an interpretive display commemorating the history and significance of the senior center. However, since the historic resource would still be demolished, the original project was found to result in a significant and unavoidable impact with mitigation incorporated. The modified project would involve the demolition of the same buildings as the original project and would still be required to implement the same mitigation measures (including 2019 EIR MM CUL-1.1 and 2019 EIR MM CUL 1.2). Although the estimates for the volume of soil that would be excavated have increased compared to the original project, the removal of the Valota Road driveway under the modified project would result in a smaller area of the site that would be disturbed during construction activities. The modified project would implement the same mitigation measures (including 2019 EIR MM CUL-2.1 and 2019 EIR MM CUL-2.2) and conditions of approval requiring ATTY/RESO.0111/CC RESO CONSIDERING AND APPROVING AN ADDENDUM TO THE FINAL EIR (YMCA PROJECT CEQA) - EXHIBIT A REV: 11-06-25 VR
