ATTY/RESO.0111/CC RESO CONSIDERING AND APPROVING AN ADDENDUM TO THE FINAL EIR (YMCA PROJECT CEQA) <br />REV: 11-06-25 VR <br />Page 2 of 4 <br />WHEREAS, City staff has evaluated the Modified Project in light of the standards <br />for subsequent environmental review outlined in Public Resources Code Section 21166 <br />and CEQA Guidelines Sections 15162 and 15164 and, based on the information and <br />analysis contained in Addendum #2, has concluded that the previously certified 2019 EIR <br />fully analyzed the Modified Project, that the Modified Project would not cause new <br />significant impacts that were not identified in the 2019 EIR or result in a substantial <br />increase in the severity of previously identified significant impacts, that no new mitigation <br />measures would be necessary to reduce significant impacts, and that none of the <br />conditions described in Section 15162 are present that would require preparation of a <br />subsequent EIR; and <br /> <br />WHEREAS, the City Council has been provided Addendum #2 and has reviewed <br />it in connection with the previously certified 2019 EIR and Addendum #1; and <br /> <br />WHEREAS, on November 10, 2025, at a duly noticed public meeting, the City <br />Council considered Addendum #2 together with the previously certified 2019 EIR and <br />Addendum #1, and accepted oral and written testimony from interested parties; and <br /> <br />WHEREAS, having reviewed and considered the information contained in the <br />Addendum #2 together with the previously certified 2019 EIR, all comments made at the <br />public meeting, and all other information in the administrative record, the City Council has <br />determined that the Modified Project is within the scope of the certified EIR and no further <br />environmental review is required; and <br /> <br />WHEREAS, Addendum #2 was prepared pursuant to and in full compliance with <br />CEQA and the State CEQA Guidelines; and <br /> <br />WHEREAS, all other legal requirements for and prerequisites to the adoption of <br />this Resolution have been met. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY, AS FOLLOWS: <br /> <br />Section 1. The above recitals are true and correct and together with the staff report <br />and supporting materials, including without limitation Addendum #2, and all other <br />documents, reports, studies, memoranda, maps, oral and written testimony, and materials <br />in the City's file for the Modified Project, and other applicable City laws and regulations, <br />and all associated approved and certified environmental documents (the “Record”), have <br />together served as an adequate and appropriate evidentiary basis for the findings and <br />actions set forth in this Resolution and are incorporated herein by reference. <br /> <br />Section 2. Addendum Findings. In the exercise of its independent judgement, <br />based on the facts and evidence in the Record, the City Council finds that: <br /> <br />a. CEQA Guidelines Section 15164 states that lead agencies shall prepare an <br />addendum to a previously certified EIR if some changes or additions to the
