ATTY/RESO.0111/CC RESO CONSIDERING AND APPROVING AN ADDENDUM TO THE FINAL EIR (YMCA PROJECT CEQA) <br />REV: 11-06-25 VR <br />Page 3 of 4 <br />project analyzed therein are necessary, but none of the conditions identified in <br />Section 15162 requiring preparation of subsequent EIR or negative declaration <br />are present. None of the conditions identified in State CEQA Guidelines Section <br />15162 requiring further subsequent environmental review have occurred <br />because: <br /> <br />1) The Modified Project does not constitute a substantial change to the <br />Project that would require major revisions to the 2019 EIR due to the <br />involvement of new significant environmental effects or a substantial <br />increase in the severity of the previously identified significant effects; <br />and <br /> <br />2) There have been no substantial changes with respect to the <br />circumstances under which the Modified Project will be constructed that <br />would require major revisions to the 2019 EIR due to the involvement of <br />new significant environmental effects or a substantial increase in the <br />severity of the previously identified significant effects; and <br /> <br />3) There has been no new information of substantial importance that was <br />not known and could not have been known with the exercise of <br />reasonable diligence at the time the 2019 EIR was certified that has <br />come to light, and that shows any of the following: (i) that Modified <br />Project would have one or more significant effects not discussed in the <br />2019 EIR; (ii) that significant effects previously examined would be <br />substantially more severe than shown in the 2019 EIR; (iii) that <br />mitigation measures or alternatives previously found not to be feasible <br />would in fact be feasible and would substantially reduce one or more <br />significant effects, but the City Council declined to adopt such measures; <br />or (iv) that mitigation measures or alternatives considerably different <br />from those analyzed previously would substantially reduce one or more <br />significant effects on the environment, but which the City Council <br />declined to adopt. <br /> <br />b. Based on substantial evidence in the record, the Modified Project is adequately <br />analyzed and addressed in the previously certified 2019 EIR for the purposes <br />of CEQA. The Statement of Overriding Considerations and MMRP associated <br />with the certification of the 2019 EIR addresses the environmental effects of <br />the Project. Accordingly, with the approval of the Modified Project and adoption <br />of this Addendum #2, all applicable findings, mitigation measures, and the <br />Statement of Overriding Considerations are hereby reconfirmed, readopted, <br />and incorporated herein by reference. <br /> <br />c. The City Council hereby considers and approved Addendum #2, attached <br />hereto as Exhibit A. <br /> <br />
