<br />Veterans Memorial Senior Center/YMCA Project 19 Addendum #2 <br />City of Redwood City November 2025 <br /> Noise <br />4.5.1 Construction Noise and Vibration <br />The 2019 EIR found that the noise generated by construction activities would intermittently exceed <br />60 dBA Leq20 at the nearest residences and at times exceed ambient noise levels by five dBA Leq or <br />more, resulting in a significant noise impact. To reduce these impacts to a less than significant level, <br />the project would adhere to Program PS-63 of the City’s General Plan (which requires <br />implementation of standard construction noise controls) and implement MM NOI-1.1 from the <br />2019 EIR (excerpted below) to reduce construction noise levels and minimize disruption from the <br />site to a less than significant level by restricting construction hours, controlling noise from <br />construction activities and equipment, notifying and coordinating with nearby residences, and <br />designating a disturbance coordinator to address noise complaints.21 <br /> <br />2019 EIR Mitigation Measure: <br /> <br />2019 EIR MM NOI-1.1: The project shall develop a construction noise control plan, which shall <br />include, but is not limited to, the following measures: <br /> <br /> If residents surrounding the project site complain about weekend <br />and/or holiday construction noise or if work is disruptive to the <br />adjacent Red Morton Community Park activities occurring on <br />Saturdays, all weekend and holiday construction work shall cease at <br />the City’s discretion, as specified in the allowable construction hours <br />stated in the City’s Municipal Code. <br /> Construct temporary noise barriers shall be installed, where feasible <br />to screen stationary noise-generating equipment when located <br />within 200 feet of adjoining sensitive land uses. Temporary noise <br />barrier fences would provide a five dBA noise reduction if the noise <br />barrier interrupts the line-of-sight between the noise source and <br />receptor and if the barrier is constructed in a manner that eliminates <br />any cracks or gaps. <br /> If stationary noise-generating equipment is located near receptors, <br />adequate muffling (with enclosures where feasible and appropriate) <br />shall be used. Any enclosure openings or venting shall face away <br />from sensitive receptors. <br /> Construction staging areas (including material stockpiles, <br />maintenance/equipment staging, and parking areas) shall be <br />established at locations that would create the greatest distance <br /> <br />20 The A-weighted sound level (dBA) is a common method of characterizing sound.
