<br />Veterans Memorial Senior Center/YMCA Project 18 Addendum #2 <br />City of Redwood City November 2025 <br /> Geology and Soils, Hydrology and Water Quality <br />The certified 2019 EIR found that the ground disturbances resulting from construction activity <br />associated with the original project would result in a temporary increase in the potential for erosion <br />and sedimentation to be carried off-site by runoff. These hydrological and water quality impacts <br />would be reduced to a less significant level with adherence to the requirements in the Construction <br />General Permit, including the development of a Storm Water Pollution Prevention Plan, and the <br />Municipal Regional Stormwater NPDES Permit.17 In addition, the 2019 EIR found that construction <br />activities may result in geology and soil impacts related to wind or water-related erosion and loss of <br />topsoil. The 2019 EIR concluded that implementation of the erosion control measures included in <br />the Municipal Regional Stormwater NPDES Permit would reduce these impacts to a less than <br />significant level. The 2019 EIR also concluded that potential impacts related to liquefaction, <br />landslide, lateral spreading, and expansive soils would be reduced to a less than significant level <br />with adherence to the requirements of the California Building Code (CBC) and implementation of <br />recommendations in the design-level geotechnical investigation for the original project.18 The 2022 <br />Addendum determined that the changes to the off-site traffic calming improvements would not <br />result in any new significant impacts or substantially more severe impacts to geology and soils or <br />hydrology and water quality since the same requirements and permit conditions would be <br />implemented.19 <br /> <br />The geological conditions on-site have not changed substantially since certification of the 2019 EIR. <br />Like the original project, the modified project would be constructed consistent with the <br />requirements of the CBC and would implement structural recommendations in the design-level <br />geotechnical investigation that is required by the City prior to issuance of building permits. The <br />modified project would no longer include the Valota Road driveway, therefore, the modified project <br />would result in a smaller area of disturbed ground compared to the original project. This <br />modification would also result in the preservation of additional pervious area in the park that was <br />previously going to be replaced with the new driveway under the original project. The modified <br />project would involve an increased amount of excavation and off-hauling of soil compared to what <br />was assumed in the original project; however, these activities would occur in areas that were <br />already going to be disturbed during construction of the building and swimming pool so there are <br />no new areas that would be disturbed under the modified project other than those previously <br />anticipated and evaluated in the 2019 EIR. In addition, the modified project would comply with all <br />requirements in the Construction General Permit and Municipal Regional Stormwater NPDES <br />Permit, including the stormwater treatment control measures included in these permits to reduce <br />any adverse effects of construction-related storm water discharges. Based on this discussion, the <br />proposed modifications would not result in any new significant impacts or more significant geology <br />and soils and hydrology and water quality impacts than those analyzed and disclosed in the 2019 <br />EIR or 2022 Addendum. <br /> <br />17 City of Redwood City.
