<br />Veterans Memorial Senior Center/YMCA Project 17 Addendum #2 <br />City of Redwood City November 2025 <br />During this survey, the ornithologist shall inspect all trees and other possible <br />nesting habitats within and immediately adjacent to the construction area <br />for nests. If an active nest is found sufficiently close to work areas to be <br />disturbed by construction, the ornithologist, in consultation with CDFW, shall <br />determine the extent of a construction-free buffer zone to be established <br />around the nest to ensure that nests of bird species protected by the MBTA <br />or Fish and Game Code shall not be disturbed during project construction. <br /> <br /> A final report of nesting birds, including any protection measures, shall be <br />submitted to the Director of Community Development prior to the start of <br />grading or tree removal. <br /> <br />In addition, the 2019 EIR disclosed that while construction of the project would require the removal <br />of trees, the original project would obtain tree removal permits, pursuant to the City’s Tree <br />Preservation Ordinance. Therefore, the 2019 EIR concluded the original project would not conflict <br />with any local policies or ordinances protecting biological resources.15 A condition of approval was <br />also required of the original project to implement tree protection measures for trees that would be <br />preserved on-site. <br /> <br />The 2022 Addendum determined that no new significant impacts or substantially more severe <br />biological impacts would occur with the changes to the off-site traffic calming improvements, as the <br />modifications to the off-site traffic calming improvements would not alter any trees and no <br />biological resources would be affected.16 <br /> <br />Since certification of the 2019 EIR, several existing trees on-site have been removed for health <br />and/or maintenance reasons and to accommodate construction of the improvements under Phase <br />1 of the original project. During construction activities for Phase 1 of the original project, 2019 EIR <br />MM BIO-1.1 and the condition of approval to protect remaining trees were implemented. In <br />addition, the necessary tree removal permits were obtained to comply with the City’s Tree <br />Preservation Ordinance. The modified project would include additional square footage for the <br />YMCA building; however, this additional square footage would be added to the portion of the site <br />that was already identified for development in the 2019 EIR, and would not require any new <br />demolition or the expansion of the building footprint in a way that would result in impacts to <br />biological resources to a greater degree than the 2019 EIR previously evaluated. Like the original <br />project, the modified project would implement 2019 EIR MM BIO-1.1 and comply with the City’s <br />Tree Preservation Ordinance. Therefore, the modified would not result in any new significant <br />impacts or more significant impacts to biological resources than disclosed in the 2019 EIR or 2022 <br />Addendum. The modified project would also be subject to the same condition of approval to <br />implement tree protection measures for the trees to be persevered on-site. <br /> <br /> <br />15 Ibid.
