Veterans Memorial Senior Center/YMCA Project 16 Addendum #2 <br />City of Redwood City November 2025 <br />Construction GHG Emissions <br />The 2019 EIR noted that there are no quantified GHG thresholds for construction activities <br />established by the City or the Air District. Although there are differences between the original <br />project and modified project (i.e., minor increase in square footage total, increase in volume of <br />excavated soil, removal of Valota Road driveway), the amount of construction GHG emissions would <br />be similar to the original project because the overall construction period required to complete the <br />project would be similar, as would the overall equipment usage required during construction <br />activities. In addition, like the original project, the modified project would implement the same <br />standard BMPs and mitigation measure (as discussed above in Section 4.2.1) as the original project <br />to limit emissions (including GHGs) during construction on-site. Therefore, the modified project <br />would not result in any new significant impacts or substantially more severe construction GHG <br />impacts than disclosed in the 2019 EIR or 2022 Addendum. <br />Biological Resources <br />The 2019 EIR determined that there were no sensitive habitats, special-status animal or plant <br />species, wetlands, sensitive habitats, or waterways on or adjacent to the project site.13 The primary <br />biological resource on-site were the existing trees. These environmental conditions have not <br />changed since certification of the 2019 EIR. <br />The 2019 EIR disclosed that the existing trees could be used by nesting birds (including migratory <br />birds and raptors) and concluded that implementation of the mitigation measure below would <br />reduce impacts to nesting birds or raptors on-site to a less than significant level.14 <br />2019 EIR Mitigation Measure: <br />2019 EIR MM BIO-1.1: Construction shall be scheduled to avoid the nesting bird season to the <br />extent feasible. The nesting season for most birds, including most raptors, in <br />the San Francisco Bay Area extends from February 1 through August 31. <br /> If it is not possible to schedule construction activities between September 1 <br />and January 31, then pre-construction surveys for nesting birds shall be <br />completed by a qualified ornithologist to ensure no nest shall be disturbed <br />during project implementation. This survey shall be completed no more than <br />14 days prior to the initiation of grading, tree removal, or other demolition <br />or construction activities during the early part of the breeding season <br />(February through April) and no more than 30 days prior to the initiation of <br />these activities during the late part of the breeding season (May through <br />August). <br />13 City of Redwood City.
