<br />Veterans Memorial Senior Center/YMCA Project 15 Addendum #2 <br />City of Redwood City November 2025 <br />In addition, the 2019 EIR concluded that the original project would not conflict with an applicable <br />plan, policy or regulation adopted for the purpose of reducing the emissions of GHGs because the <br />original project would comply with requirements from the General Plan and CAP by meeting <br />Leadership in Energy and Environmental Design (LEED) Certification standards in Phase 1, installing <br />LED lights, participating in the City’s Construction & Demolition Debris Program, providing on-site <br />recycling services, incorporating pedestrian and bicycle facilities on-site, installing traffic calming <br />measures, and implementing TDM measures. The 2022 Addendum concluded that the <br />modifications to the off-site traffic calming improvements would actually result in a decrease in the <br />use of construction equipment that would contribute to GHG impacts.12 <br /> <br />As discussed above, the estimated operational emissions for the original project for the year 2030 <br />were 281 MT CO2e, which is less than half of the quantitative threshold at the time (660 MT CO2e). <br />Although the modified project would include a minor increase (approximately four percent) in the <br />square footage of the YMCA building, this increase and the minor increase of corresponding vehicle <br />trips and building operations generated by the modified project would not cause the operational <br />GHG emissions of the modified project to exceed the quantitative significance threshold utilized in <br />the 2019 EIR. Indeed, the modified project’s operational emissions would have to double in order to <br />even approach the significance threshold. Therefore, the modified project would not result in a new <br />significant impact or substantially more severe significant operational GHG emission than disclosed <br />in the 2019 EIR. <br /> <br />Further, following certification of the 2019 EIR, the City adopted an updated CAP on November 16, <br />2020. This CAP is a qualified GHG Reduction Strategy; therefore, individual projects consistent with <br />the Climate Action Plan would be assumed to have a less than significant GHG impact. Like the <br />original project, the modified project would be consistent with the City’s previous and current CAP <br />because it would: <br /> Be built in accordance with Title 24 and CalGreen, install LED lights throughout the site, and <br />incorporate green building measures such as natural ventilation systems, water <br />conservation measures, and energy conservation measures (consistent with Goal 1 of the <br />Energy & Building portion of the CAP and Goal 1 of the Water Resources portion of the CAP) <br /> Participate in the City’s Construction & Demolition Debris Program and provide on-site <br />recycling services (consistent with Action 1.1 of the Waste & Consumption portion of the <br />CAP) <br /> Incorporate pedestrian and bicycle facilities on-site, install traffic calming measures, and <br />implement TDM measures (consistent with Goal 1 and Goal 2 of the Transportation & <br />Mobility portions of the CAP) <br /> Include charging stations for electric vehicles on-site (consistent with Goal 3 of the <br />Transportation & Mobility portion of the CAP) <br /> <br />For these reasons, the modified project would not result in new significant impacts or more severe <br />significant impacts related to operational GHG emissions. <br /> <br />12 City of Redwood City.
