<br />Veterans Memorial Senior Center/YMCA Project 14 Addendum #2 <br />City of Redwood City November 2025 <br />the Air District’s BMPs and 2019 EIR MM AIR-3.1. Therefore, the modified project would not result <br />in any new significant impacts or more significant community health risk effects than disclosed in <br />the 2019 EIR or 2022 Addendum. <br /> <br />4.2.2 Energy <br />The 2019 EIR concluded that the project would not result in wasteful energy use during <br />construction activities with the implementation of the same measures and conditions described <br />above (i.e., Air District BMPs and 2019 EIR MM AIR-3.1), as they would limit the idling of <br />construction equipment.9 The 2022 Addendum concluded that the changes to the off-site traffic <br />calming measures would not result in any new significant impacts or more significant impacts than <br />disclosed in the 2019 EIR because the modified project would still be required to implement 2019 <br />EIR MM AIR-3.1 and the same standard conditions of approval identified in the 2019 EIR, which <br />facilitate efficient energy use.10 Since the modified project would also implement the same Air <br />District BMPs as a condition of approval and 2019 EIR MM AIR-3.1, it would not result in any new <br />significant impacts or more significant energy impacts than disclosed in the 2019 EIR or 2022 <br />Addendum. <br /> <br />4.2.3 Greenhouse Gas Emissions <br /> Operational Emissions and Consistency with the Climate Action Plan <br />When the 2019 EIR was prepared, there were two threshold options to determine whether a <br />project was considered to have an impact related to GHG emissions: a quantitative threshold and a <br />qualitative threshold. The quantitative threshold (Option 1) stated that a project would have a less <br />than significant GHG impact if it did not generate emissions that exceeded 660 Metric Tons (MT) of <br />carbon dioxide equivalent per year (CO2e/yr) and 2.8 MT CO2e per service population per year. The <br />qualitative threshold (Option 2) stated that a project would have a less than significant GHG impact <br />if it was located in a community with an adopted qualified GHG Reduction Strategy and found to be <br />consistent with the GHG Reduction Strategy by identifying and implementing all applicable and <br />feasible measures and policies from the GHG Reduction Strategy into the project. At the time the <br />2019 EIR was prepared, the City was in the process of updating its Climate Action Plan (CAP). <br />Therefore, the 2019 EIR evaluated the project’s operational GHG emissions using the quantitative <br />threshold (Option 1). The operational GHG emissions that would be generated by the original <br />project were disclosed and were found to be less than significant because they were below the <br />quantitative GHG thresholds of significance established by the Air District at that time.11 The annual <br />net emissions from operation of the original project were predicted to be 484 MT CO2e in the year <br />2024 and 281 MT CO2e in the year 2030. <br /> <br />9 City of Redwood City.
