Veterans Memorial Senior Center/YMCA Project 13 Addendum #2 <br />City of Redwood City November 2025 <br />Health Risk Effects <br />The 2019 EIR determined that construction activities associated with the project could result in <br />significant air quality impacts related to fugitive dust, construction equipment emissions, and <br />vehicle exhaust. With the implementation of standard conditions of approval (including the BMPs <br />described above) and mitigation measure MM AIR-3.1 from the 2019 EIR (excerpted below for <br />reference), the 2019 EIR concluded that community health risk impacts – particularly those <br />associated with increased cancer risk impacts – would be reduced to a less than significant level.7 <br />The 2022 Addendum confirmed that the changes to the off-site traffic calming measures would not <br />result in any new significant impacts or more significant impacts than disclosed in the 2019 EIR <br />because the amount of construction equipment usage would decrease compared to the <br />assumptions in the 2019 EIR.8 MM AIR-3.1 generally requires a 55 percent reduction in diesel <br />exhaust emissions, as follows: <br />2019 EIR Mitigation Measure: <br />2019 EIR MM AIR-3.1: Prior to issuance of a grading permit, the project shall develop a plan <br />demonstrating that the off-road equipment used on-site to construct the <br />project would achieve a fleet-wide average 55-percent reduction in DPM <br />exhaust emissions or greater. The plan shall be submitted and approved by <br />the City Planning Division. The following are feasible methods: <br />All diesel-powered off-road equipment, larger than 25 horsepower, <br />operating on the site for more than two days continuously shall, at a <br />minimum, meet EPA particulate matter emissions standards for Tier <br />3 engines with CARB-certified Level 3 Diesel Particulate Filters or <br />equivalent. <br />All diesel-powered off-road equipment, larger than 25 horsepower, <br />operating on the site for more than two days continuously shall meet <br />EPA Tier 4 standards for particulate matter. <br />The use of equipment that includes electric or alternatively-fueled <br />equipment (i.e., non-diesel) would meet the reduction requirement <br />above. <br />Like the original project, the modified project would implement the Air District’s standard BMPs and <br />2019 EIR MM AIR-3.1 to limit health risk impacts associated with construction on-site. The updated <br />quantitative analysis prepared for the project (which is included in Appendix A) calculated the <br />potential community health risks impacts associated with the modified project’s construction <br />activities and concluded that although there would be a minor increase in emissions associated with <br />the modified project (approximately five percent), the updated health risk impacts due to the <br />modified project would not exceed the Air District’s significance thresholds with implementation of <br />7 Ibid.
