April 23, 2025. <br /> <br />As shown in Table 4.2-1 above, the modified project would result in a minor increase in <br />construction period emissions; however, the unmitigated emissions would still remain below the <br />applicable significance thresholds. In addition, like the original project, the modified project would <br />implement BMPs prescribed by the Air District to further reduce emissions by limiting unnecessary <br />emissions and fugitive dust generated by construction equipment on-site. Therefore, the modified <br />project would not result in any new significant impacts or more significant impacts related to <br />construction period criteria pollutant emissions than disclosed in the 2019 EIR or 2022 Addendum. <br /> <br /> Operational Period Emissions <br />The 2019 EIR determined that operational air emissions from the original project would be <br />generated primarily from automobiles driven by employees and future site users. The 2019 EIR <br />modeled these estimated emissions and concluded operational emissions from the original project <br />would be well below the thresholds of significance; therefore, impacts would be less than <br />significant.6 <br /> <br />Like the original project, operational air emissions from the modified project would be generated <br />primarily from automobiles driven by employees and future site users. A 2025 update to Redwood <br />City YMCA/Veterans Memorial Campus Transportation Study (2025 Transportation Study Update) <br />(Appendix C) shows that the modified project would add nine additional vehicle trips in the <br />weekday AM peak hour and seven additional vehicle trips in the weekday PM peak hour compared <br />to the original project. Because the original project emissions were well below the thresholds of <br />significance (e.g., at least 94 percent below the thresholds) and the modified project would result in <br />a negligible increase in vehicle trips and associated operational emissions and a reduction in the <br />total building square footage of the YMCA and VMSC, the additional emissions from the increase in <br />vehicle trips would not result in an exceedance of the significance thresholds. Therefore, the <br />modified project would not result in any new significant impacts or substantially more severe <br />operational air quality impacts than disclosed in the 2019 EIR. <br /> <br /> <br />6 City of Redwood City.
