<br />Veterans Memorial Senior Center/YMCA Project 11 Addendum #2 <br />City of Redwood City November 2025 <br />require preparation of a lighting plan for the proposed exterior lighting, including cut sheets and a <br />photometric site plan demonstrating that light levels would not spill off the property. This lighting <br />plan would be submitted to the City for review concurrently with the building permit plans to <br />ensure that new light sources from the modified project would not introduce significant glare or <br />light effects that could affect adjacent residences. Based on this discussion, the proposed <br />modifications would not result in any new significant impacts or more severe significant impacts <br />than disclosed in the 2019 EIR or 2022 Addendum. <br /> <br /> Air Quality, Energy, Greenhouse Gas Emissions <br />4.2.1 Air Quality <br /> Construction Period Emissions <br />The 2019 EIR concluded that construction criteria pollutant emissions would not exceed established <br />thresholds of significance, and they would be further reduced with implementation of Best <br />Management Practices (BMPs) prescribed by the Bay Area Air District (Air District).4 The 2022 <br />Addendum concluded that the changes to the off-site traffic calming measures would not result in <br />any new significant impacts or more significant impacts than disclosed in the 2019 EIR because the <br />amount of construction equipment usage would decrease compared to the assumptions in the 2019 <br />EIR.5 <br /> <br />As discussed in Section 3.0 Proposed Modifications to the Original Project, the modified project <br />would result in an approximately 1,353 square foot increase in building size and an increase of <br />approximately 8,635 cubic yards of soil that would be off-hauled compared to what was analyzed in <br />the original project. However, the overall square footage of new construction in Phase I and Phase II <br />of the modified project would still be below the maximum of 80,000 square feet that was evaluated <br />in the original project. Further, removal of the Valota Road driveway as part of the modified project <br />would result in less construction activity (e.g., grading, paving, etc.) than previously assumed for the <br />original project, as the area originally intended for the Valota Road driveway would remain <br />undisturbed. An updated quantitative analysis was prepared for the modified project to determine <br />whether the changes to the original project would result in new significant impacts or substantially <br />more severe air quality impacts related to construction period emissions and health risk effects <br />than disclosed in the 2019 EIR. The results of that updated quantitative analysis are summarized <br />below and additional details are available in Appendix A. <br /> <br />Table 4.2-1 below summarizes the estimated construction criteria air pollutant emissions, including <br />reactive organic gases (ROG), nitrogen oxides (NOx), and particulate matter (PM), that would occur <br />under the modified project in comparison to those of the original project. <br /> <br /> <br />4 City of Redwood City.
