Veterans Memorial Senior Center/YMCA Project 10 Addendum #2 <br />City of Redwood City November 2025 <br />This Addendum, therefore, evaluates the environmental impacts of the modified project compared <br />to the original project evaluated in the 2019 EIR and 2022 Addendum in greater detail for the <br />following resource areas: <br />Aesthetics <br />Air Quality <br />Biological Resources <br />Energy <br />Geology and Soils <br />Greenhouse Gas Emissions <br />Hydrology and Water Quality <br />Noise <br />Transportation <br />Utilities and Service Systems <br />Aesthetics <br />The 2019 EIR concluded that the original project was not within a scenic vista, would not be <br />distinguishable from the nearest designated scenic highway, would not substantially degrade the <br />visual character of the site or its surroundings, would adhere to Title 24 Building Energy Efficiency <br />Standards, and would be reviewed by City staff to ensure that light pollution, light trespass, and <br />glare were not impacting neighboring properties.2 The 2019 EIR noted that the original project <br />would be subject to a condition of approval, consistent with Redwood City General Plan EIR <br />Mitigation Measure 4.1-5 (excerpted below), to ensure it would not result in a new source of <br />substantial light or glare that would adversely affect day or nighttime views in the area: <br />General Plan EIR Mitigation Measure 4.1-5: All new development and redevelopment shall <br />be in compliance with Title 24 Lighting Zone (LZ-3) requirements and submit lighting and <br />photometric site plans for City review and approval prior to issuance of individual building <br />permits prior to issuance of individual building permits. <br />The 2022 Addendum concluded that the changes to the off-site traffic calming measures would not <br />change the conclusions in the 2019 EIR or result in new aesthetic impacts.3 <br />Similar to the determinations made for the original project, the site is not within any scenic vistas <br />and is not located on or within the viewshed of a scenic highway. Although the overall size of the <br />building would increase marginally (i.e., by 1,353 square feet, which equates to less than four <br />percent of the total building square footage), no additional sources of light or glare would be added <br />as a result of the modified project. Moreover, the proposed removal of the Valota Road driveway <br />would result in less lighting than previously anticipated for the original project because the portion <br />of the site that would have included the Valota Road driveway would no longer require lighting <br />fixtures to illuminate the driveway. In addition, the modified project would be subject to the same <br />project review process as the original project to ensure compliance with City standards regarding <br />lighting impacts. Like the original project, the modified project would comply with General Plan EIR <br />Mitigation Measure 4.1-5 and be subject to an exterior lighting Condition of Approval which would <br />2 City of Redwood City.
