<br />Veterans Memorial Senior Center/YMCA Project 21 Addendum #2 <br />City of Redwood City November 2025 <br />concluded that this impact would be reduced to a less than significant level with adherence to <br />Program PS-63 of the City’s General Plan and implementation of mitigation measures MM NOI-1.1 <br />and MM NOI-2.1 from the 2019 EIR (excerpted below).22 <br /> <br />2019 EIR Mitigation Measure: <br /> <br />2019 EIR MM NOI-2.1: In addition to the noise controls outlined in General Plan Program PS-63 and <br />mitigation measure MM NOI-1.1, the project shall implement the following <br />measures where vibration levels due to construction activities would exceed <br />0.3 in/sec PPV at nearby sensitive uses: <br /> <br /> Prohibit the use of heavy vibration-generating construction <br />equipment within 20 feet of the structures located adjacent to the <br />project site. <br /> The contractor shall alert heavy equipment operators to the close <br />proximity of the adjacent structures so they can exercise extra care. <br /> <br />The 2022 Addendum determined that the modifications to the off-site traffic calming <br />improvements would not result in any new significant impacts or substantially more severe noise <br />and vibration impacts because less construction would occur compared to what was previously <br />assumed and the remaining construction activities would comply with the same requirements and <br />implement the same mitigation measures as identified in the 2019 EIR.23 <br /> <br />The modified project would have a similar construction timeline as the original project and would <br />require a similar amount of construction equipment usage on-site. Like the original project, the <br />modified project would adhere to Program PS-63 of the City’s General Plan and implement <br />mitigation measures 2019 EIR MM NOI-1.1 and 2019 EIR MM NOI-2.1 to reduce temporary noise <br />and vibration impacts during construction activities. Based on this discussion, the modified project <br />would not result in any new significant impacts or substantially more severe construction noise and <br />vibration impacts than disclosed in the 2019 EIR or 2022 Addendum. <br /> <br />4.5.2 Operational Noise <br /> Mechanical Equipment <br />The 2019 EIR disclosed that the original project would include mechanical equipment on the <br />rooftops of the buildings or within mechanical equipment rooms. The 2019 EIR concluded that <br />permanent increases to ambient noise levels in the vicinity of the project site would be reduced to a <br /> <br />22 Ibid.
