<br />Veterans Memorial Senior Center/YMCA Project 22 Addendum #2 <br />City of Redwood City November 2025 <br />less than significant level with mitigation pursuant to MM NOI-1.2 from the 2019 EIR (excerpted <br />below).24 <br /> <br />2019 EIR Mitigation Measure: <br /> <br />2019 EIR MM NOI-1.2: Mechanical equipment shall be selected and designed to reduce impacts on <br />surrounding uses to meet ambient noise conditions at the nearest <br />residential land uses during both daytime and nighttime conditions. A <br />qualified acoustical consultant shall be retained to review mechanical noise <br />as these systems are selected to determine specific noise reduction <br />measures necessary to comply with the City’s noise level requirements. <br />Noise reduction measures could include, but are not limited to, selection of <br />equipment that emits low noise levels and/installation of noise barriers, such <br />as enclosures and parapet walls, to block the line-of-sight between the noise <br />source and the nearest receptors. Alternate measures may include locating <br />equipment in less noise-sensitive areas, such as indoors or the rooftop of the <br />buildings away from the building’s edge nearest the noise-sensitive <br />receptors. <br /> <br />Like the original project, the modified project would include mechanical equipment on the rooftops <br />of the buildings and within mechanical equipment rooms adjacent to the pool. The modified project <br />would also implement 2019 EIR MM NOI-1.2; therefore, the modified project would not result in <br />new significant impacts or substantially more severe mechanical noise impacts than disclosed in the <br />2019 EIR. <br /> <br /> Project-Generated Traffic Noise <br />The 2019 EIR noted that a significant impact would occur if traffic due to the original project would <br />permanently increase ambient levels in the vicinity by three dBA Community Noise Equivalent Level <br />(CNEL). Based on the number of estimated trips that would be generated by the original project and <br />noise modeling that was prepared for the 2019 EIR, it was determined that the noise level increase <br />(due to project-generated traffic) at residences near the project would be two dBA or less. <br />Therefore, the 2019 EIR concluded that the original project would result in less than significant <br />impacts related to traffic noise.25 <br /> <br />The 2025 Transportation Study Update shows that the modified project would result in only nine <br />additional vehicle trips in the weekday AM peak hour and only seven additional vehicle trips in the <br />weekday PM peak hour compared to the original project. Further, as the Valota Road driveway <br />would not be constructed under the modified project, all vehicles entering and exiting the on-site <br />parking lot would utilize the driveway entrance on Madison Avenue. <br /> <br /> <br />24 City of Redwood City.
