Veterans Memorial Senior Center/YMCA Project 24 Addendum #2 <br />City of Redwood City November 2025 <br />4.6.1 Vehicle Miles Traveled <br />As noted above, when the 2019 EIR was prepared, the City did not have an adopted VMT policy. <br />However, the 2019 EIR included a discussion regarding VMT generated by the original project and <br />determined that the trips would be local serving, and implementation of the project’s TDM <br />measures would encourage alternative and active commuting behavior that would reduce the <br />amount of single-occupant vehicle trips. Therefore, the 2019 EIR concluded that the original project <br />would not conflict with CEQA Guidelines Section 15064.3.27 <br />As discussed above, following certification of the 2019 EIR, the City adopted its VMT Policy. The <br />City’s VMT Policy establishes screening criteria for projects that are expected to cause a less than <br />significant transportation impact under CEQA based on the land use and/or location. Projects that <br />meet the screening criteria are not required to prepare further VMT analysis. The 2025 <br />Transportation Study Update for the modified project examined potential impacts of the modified <br />project based on VMT and the City’s adopted screening criteria. This study concluded that, because <br />the modified project would be a use supporting public services for the local community, it would be <br />considered a local-serving public facility land use which screens out of further VMT analysis as it is <br />presumed to have a less than significant VMT impact. Therefore, the modified project’s impact on <br />VMT would be considered less than significant in accordance with the City’s VMT screening criteria. <br />Although the 2019 EIR did not include a formal VMT evaluation for the original project under these <br />criteria, this finding is consistent with the 2019 EIR’s determination that the original project would <br />be local serving and would implement a TDM Plan. This TDM Plan would further reduce VMT, and <br />the modified project would not result in any new significant impacts or substantially more severe <br />VMT impacts than disclosed in the 2019 EIR or 2022 Addendum as those documents similarly <br />concluded that transportation impacts were less than significant. <br />4.6.2 Roadway Design and Emergency Access <br />Like the original project, the modified project has been reviewed by the City (including the Fire <br />Department) to confirm it would not result in hazardous conditions or inadequate emergency <br />access. The removal of the Valota driveway as part of the modified project would decrease <br />potential conflicts between motorists and cyclists/pedestrians compared to the original project <br />along Valota Road. Therefore, the City has determined that the modified project would not create <br />an increase in hazards on adjacent roadways. The Fire Department has reviewed the modified <br />project with the removal of the Valota driveway and determined that the additional 20-foot-wide <br />emergency vehicle access driveway on Madison Avenue at Nevada Street with the St. Francis Street <br />access driveway for the YMCA would provide adequate access for emergency vehicles. Therefore, <br />the modified project would not result in any new significant impacts or substantially more severe <br />transportation impacts related to design hazards or inadequate emergency access than disclosed in <br />the 2019 EIR or 2022 Addendum. <br />27 City of Redwood City.
