<br />Veterans Memorial Senior Center/YMCA Project 25 Addendum #2 <br />City of Redwood City November 2025 <br /> Utilities and Service Systems <br />The 2019 EIR determined that existing utilities (i.e., water, sanitary sewer, storm drainage, <br />wastewater treatment systems) had adequate capacity, and that there would be sufficient landfill <br />capacity and potable water supply to serve the original project. However, the 2019 EIR noted that <br />cumulative projects (including the original project) may be required to replace older sanitary sewer <br />lines to reduce rainfall infiltration and reduce the peak wet weather flow in the utility system.28 The <br />2022 Addendum concluded that the modifications to the off-site traffic calming improvements <br />would not result in any new impacts to utilities and service systems.29 <br /> <br />Following the certification of the 2019 EIR and adoption of the 2022 Addendum, the City prepared <br />the Sanitary Sewer Capacity Master Plan (Master Plan) in November 2023. The Master Plan <br />provided an updated overview of cumulative wastewater flow projections and sanitary sewer <br />capacity in the City and, similar to the findings in the 2019 EIR, shows that the sanitary sewer <br />system has adequate capacity during dry weather but experiences deficiencies during wet weather. <br />The Master Plan identified capacity improvements to the sanitary sewer system to address these <br />cumulative deficiencies and reduce rainfall infiltration during wet weather to be implemented as <br />additional development occurs in the City. <br /> <br />Like the original project, the modified project would construct new lateral connections to existing <br />utility lines adjacent to the site. Although the modified project would result in a slight increase in <br />the square footage of the YMCA building compared to the original project (i.e., an approximately <br />four percent increase), the overall square footage of the development (including both the VMSC <br />and YMCA) would be similar to what was assumed in the 2019 EIR. Therefore, the utility demand for <br />the modified project, including its contribution to the cumulative sanitary sewer flows, would be <br />similar to the original project. <br /> <br />As described earlier in Section 3.1.4, the modified project would be responsible for paying a fair- <br />share fee as a Condition of Approval towards the cost of sewer improvements downstream from <br />the site to address cumulative peak wet weather flow, consistent with the findings of the 2019 EIR. <br />The City would construct the sewer improvements, including the identified Master Plan <br />improvements. Construction of these exempt improvements would not cause any new significant or <br />more severe significant impacts than those previously identified in the 2019 EIR, as the 2019 EIR <br />contemplated that cumulative buildout of the area may require these improvements to reduce <br />impacts related to rainfall infiltration and cumulative flows, and the modified project proposes to <br />pay its fair-share towards the improvements to reduce its contribution to this cumulative impact to <br />a less than significant level. The City would install the sewer improvements prior to the completion <br />of the modified project. For these reasons, no new significant impacts or substantially more severe <br />utility impacts would result from implementation of the modified project compared to what was <br />disclosed in the 2019 EIR. <br /> <br />28 City of Redwood City.
