Veterans Memorial Senior Center/YMCA Project 1 Addendum #2 <br />City of Redwood City November 2025 <br />Section 1.0 Introduction and Purpose <br />Purpose of the Addendum <br />On December 16, 2019, the City Council certified the Final Environmental Impact Report for the <br />Veterans Memorial Senior Center/YMCA project (2019 EIR) (SCH No. 2016112041). The project <br />analyzed in the 2019 EIR included two phases. Phase 1 included the demolition of approximately <br />55,235 square feet of existing buildings and construction of an approximately 45,000 square foot <br />Veterans Memorial Senior Center (VMSC) Building, a pedestrian promenade, off-site traffic calming <br />measures, and new street signage. Phase 2 of the project included construction of a new two-story <br />(up to 35 feet tall), approximately 35,000 square foot YMCA which would include a health and <br />wellness center, aquatic center, daycare facility, and flexible multi-use rooms for classes and <br />meetings. In conjunction with the certification of the 2019 EIR, the City Council also approved Phase <br />1 of the project. <br />On October 3, 2022, the City Council considered an Addendum to the 2019 EIR (2022 <br />Addendum/Addendum #1) which evaluated the potential impacts of modifications to the previously <br />approved off-site traffic calming measures at the intersection of Vera Avenue and Valota Road. The <br />project evaluated in the 2019 EIR with the proposed modifications evaluated in the 2022 <br />Addendum is hereafter referred to as the “original project.” <br />Subsequent to the certification of the 2019 EIR and consideration of the 2022 Addendum, changes <br />to the original project are proposed, which are the subject of this Addendum (Addendum #2). These <br />changes are hereafter referred to as the “modified project.” The purpose of this Addendum is to <br />analyze the impacts which may result from the proposed modified project and to confirm that the <br />modified project does not require any subsequent or supplemental environmental document. <br />CEQA Guidelines <br />The CEQA Guidelines Section 15162(a) states that when an EIR has been certified or a Negative <br />Declaration adopted for a project, no subsequent EIR or Negative Declaration shall be prepared for <br />that project unless the Lead Agency determines, on the basis of substantial evidence in light of the <br />whole record, one or more of the following: <br />(1)Substantial changes are proposed in the project which will require major revisions of the <br />previous EIR or Negative Declaration due to the involvement of new significant <br />environmental effects or a substantial increase in the severity of previously identified <br />significant effects; <br />(2)Substantial changes occur with respect to the circumstances under which the project is <br />undertaken which will require major revisions of the previous EIR or Negative Declaration <br />due to the involvement of new significant environmental effects or a substantial increase in <br />the severity of previously identified significant effects; or <br />ATTY/RESO.0111/CC RESO CONSIDERING AND APPROVING AN ADDENDUM TO THE FINAL EIR (YMCA PROJECT CEQA) - EXHIBIT A <br />REV: 11-06-25 VR
