Veterans Memorial Senior Center/YMCA Project 1 Addendum #2 City of Redwood City November 2025 Section 1.0 Introduction and Purpose Purpose of the Addendum On December 16, 2019, the City Council certified the Final Environmental Impact Report for the Veterans Memorial Senior Center/YMCA project (2019 EIR) (SCH No. 2016112041). The project analyzed in the 2019 EIR included two phases. Phase 1 included the demolition of approximately 55,235 square feet of existing buildings and construction of an approximately 45,000 square foot Veterans Memorial Senior Center (VMSC) Building, a pedestrian promenade, off-site traffic calming measures, and new street signage. Phase 2 of the project included construction of a new two-story (up to 35 feet tall), approximately 35,000 square foot YMCA which would include a health and wellness center, aquatic center, daycare facility, and flexible multi-use rooms for classes and meetings. In conjunction with the certification of the 2019 EIR, the City Council also approved Phase 1 of the project. On October 3, 2022, the City Council considered an Addendum to the 2019 EIR (2022 Addendum/Addendum #1) which evaluated the potential impacts of modifications to the previously approved off-site traffic calming measures at the intersection of Vera Avenue and Valota Road. The project evaluated in the 2019 EIR with the proposed modifications evaluated in the 2022 Addendum is hereafter referred to as the “original project.” Subsequent to the certification of the 2019 EIR and consideration of the 2022 Addendum, changes to the original project are proposed, which are the subject of this Addendum (Addendum #2). These changes are hereafter referred to as the “modified project.” The purpose of this Addendum is to analyze the impacts which may result from the proposed modified project and to confirm that the modified project does not require any subsequent or supplemental environmental document. CEQA Guidelines The CEQA Guidelines Section 15162(a) states that when an EIR has been certified or a Negative Declaration adopted for a project, no subsequent EIR or Negative Declaration shall be prepared for that project unless the Lead Agency determines, on the basis of substantial evidence in light of the whole record, one or more of the following: (1)Substantial changes are proposed in the project which will require major revisions of the previous EIR or Negative Declaration due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects; (2)Substantial changes occur with respect to the circumstances under which the project is undertaken which will require major revisions of the previous EIR or Negative Declaration due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects; or ATTY/RESO.0111/CC RESO CONSIDERING AND APPROVING AN ADDENDUM TO THE FINAL EIR (YMCA PROJECT CEQA) - EXHIBIT A REV: 11-06-25 VR
