Veterans Memorial Senior Center/YMCA Project 2 Addendum #2 City of Redwood City November 2025 (3)New information of substantial importance, which was not known and could not have been known with the exercise of reasonable diligence at the time the previous EIR was certified as complete or the Negative Declaration was adopted, shows any of the following: (A)The project will have one or more significant effects not discussed in the previous EIR or Negative Declaration; (B)Significant effects previously examined will be substantially more severe than shown in the previous EIR; (C)Mitigation measures or alternatives previously found not to be feasible would in fact be feasible and would substantially reduce one or more significant effects of the project, but the project proponents decline to adopt the mitigation measure or alternative; or (D)Mitigation measures or alternatives which are considerably different from those analyzed in the previous EIR would substantially reduce one or more significant effects on the environment, but the project proponents decline to adopt the mitigation measure or alternative. CEQA Guidelines Section 15164(b) states that an addendum may be prepared if only minor technical changes or additions are necessary or none of the conditions described in Section 15162 (see above) calling for preparation of a subsequent EIR or Negative Declaration have occurred. Based on the proposed project modifications, knowledge of the project site and surrounding area, and the following analysis completed in this Addendum #2, the City has determined that the modified project would not result in new significant impacts or substantially more severe significant impacts than previously disclosed in the 2019 EIR and 2022 Addendum. Therefore, the standard for requiring a subsequent EIR or Negative Declaration has not been met, and an Addendum has been prepared consistent with CEQA Guidelines Section 15164. This Addendum, which is to be considered together with the 2019 EIR and 2022 Addendum prepared for the project, will not be formally circulated for public review, but will be attached to the 2019 EIR, pursuant to CEQA Guidelines Section 15164(c). Section 2.0 Summary of Original Project The approximately 5.4-acre project site is located at 1455 Madison Avenue within the larger 31.7- acre Red Morton Community Park in Redwood City. An aerial photograph of the project site and surrounding land uses is shown on Figure 2.2-1. Phase 1 – Veterans Memorial Building/ Senior Center Phase 1 of the original project includes demolition of the existing buildings and construction of a new two-story VMSC building on the eastern portion of the site that is up to 41 feet tall and approximately 45,000 square feet. The VMSC would operate from 5:30 AM to 10:30 PM Monday through Friday and 7:00 AM to 11:00 PM on Saturday and Sunday.
