Veterans Memorial Senior Center/YMCA Project 2 Addendum #2 <br />City of Redwood City November 2025 <br />(3)New information of substantial importance, which was not known and could not have been <br />known with the exercise of reasonable diligence at the time the previous EIR was certified <br />as complete or the Negative Declaration was adopted, shows any of the following: <br />(A)The project will have one or more significant effects not discussed in the previous <br />EIR or Negative Declaration; <br />(B)Significant effects previously examined will be substantially more severe than shown <br />in the previous EIR; <br />(C)Mitigation measures or alternatives previously found not to be feasible would in fact <br />be feasible and would substantially reduce one or more significant effects of the <br />project, but the project proponents decline to adopt the mitigation measure or <br />alternative; or <br />(D)Mitigation measures or alternatives which are considerably different from those <br />analyzed in the previous EIR would substantially reduce one or more significant <br />effects on the environment, but the project proponents decline to adopt the <br />mitigation measure or alternative. <br />CEQA Guidelines Section 15164(b) states that an addendum may be prepared if only minor <br />technical changes or additions are necessary or none of the conditions described in Section 15162 <br />(see above) calling for preparation of a subsequent EIR or Negative Declaration have occurred. <br />Based on the proposed project modifications, knowledge of the project site and surrounding area, <br />and the following analysis completed in this Addendum #2, the City has determined that the <br />modified project would not result in new significant impacts or substantially more severe significant <br />impacts than previously disclosed in the 2019 EIR and 2022 Addendum. Therefore, the standard for <br />requiring a subsequent EIR or Negative Declaration has not been met, and an Addendum has been <br />prepared consistent with CEQA Guidelines Section 15164. <br />This Addendum, which is to be considered together with the 2019 EIR and 2022 Addendum <br />prepared for the project, will not be formally circulated for public review, but will be attached to <br />the 2019 EIR, pursuant to CEQA Guidelines Section 15164(c). <br />Section 2.0 Summary of Original Project <br />The approximately 5.4-acre project site is located at 1455 Madison Avenue within the larger 31.7- <br />acre Red Morton Community Park in Redwood City. An aerial photograph of the project site and <br />surrounding land uses is shown on Figure 2.2-1. <br />Phase 1 – Veterans Memorial Building/ Senior Center <br />Phase 1 of the original project includes demolition of the existing buildings and construction of a <br />new two-story VMSC building on the eastern portion of the site that is up to 41 feet tall and <br />approximately 45,000 square feet.
