Veterans Memorial Senior Center/YMCA Project 3 Addendum #2
City of Redwood City November 2025
The original project also includes the conversion of an approximately 300-foot segment of Nevada
Street to a pedestrian promenade between the intersection with Madison Avenue and the project
site. In addition, the original project includes the conversion of approximately 300-foot segment of
St. Francis Street to an access driveway for the YMCA that would extend from the Madison Avenue
intersection to the project site. The surface parking lot for the VMSC would have 57 vehicle parking
spaces and 42 bicycle parking spaces. Phase 1 of the original project also includes various
landscaping, stormwater, and utility improvements, and off-site improvements including the
installation of signage at Nevada Street and Jefferson Avenue and the construction of traffic calming
measures at four locations near the project site.
Phase 2 – YMCA
Phase 2 of the original project includes construction of a new two-story (up to 35 foot tall),
approximately 35,000 square foot YMCA building on the western portion of the site which would
include components such as a health and wellness center, an aquatic center with an indoor pool
and outdoor pool, an approximately 2,700 square foot daycare facility, and flexible multi-use rooms
for classes and meetings. The hours of operation for the YMCA would be 7:00 AM to 10:30 PM
Monday through Friday and 7:00 AM to 11:00 PM on Saturday and Sunday. The new YMCA building
and associated parking lots would include nighttime security lighting.
A two-way driveway on Madison Avenue and a new, two-way driveway on Valota Road would
provide access to the new surface parking lot northwest of the YMCA and a larger surface parking
lot southwest of the YMCA. The surface parking lots would provide a total of 222 vehicle parking
spaces and 11 motorcycle parking spaces, and 18 bicycle parking spaces would also be provided
adjacent to the YMCA building.
Construction of the YMCA would result in the removal of approximately 20 existing trees and the
planting of 80 new replacement trees in addition to new landscaping around the YMCA and
associated parking lots. A stormwater detention basin would be installed south of the YMCA parking
lot and vegetated swales, permeable pavement, and bio-treatment areas would be constructed on-
site. The original project also includes lateral connections from the project site to the existing utility
systems located in the public right-of-way or public utility easements, and the undergrounding of
electrical distribution lines along St. Francis Street.
The original project assumes that Phase 2 of the project would occur once construction of Phase 1
has been completed, and that construction during this phase would require grading and excavation
and the removal of approximately 1,365 cubic yards of soil. It is estimated that Phase 2 construction
would take approximately 24 months.
ATTY/RESO.0111/CC RESO CONSIDERING AND APPROVING AN ADDENDUM TO THE FINAL EIR (YMCA PROJECT CEQA) - EXHIBIT A
REV: 11-06-25 VR
