Obtain a right-of-entry agreement for construction of improvements on any City-owned parcel. The <br />right-of-entry agreement will include the City’s standard provisions for the installation of public improvements, including, but <br />not limited to, insurance requirements and the payment of prevailing wages. <br />Prior to Permit <br />Issuance <br />E17 Undergrounding Utilities. Underground all overhead utilities along St. Francis Street within the project site, including removal <br />of one pole within the parking lot area and all overhead lines connected to said pole, and identify these utilities on the building <br />permit plans. [Section 18.242 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E18 Final Utility Report. Submit and obtain approval of a Final Utility Report prepared by a licensed engineer demonstrating that <br />the existing utilities have sufficient capacity for the project. The study shall consider existing, project, other approved projects, <br />and applications currently under review in determining the needed capacity. If the existing utilities are substandard or is in any <br />other way not sufficient as determined by the City Engineer, Applicant shall, as part of the Project, construct and install new <br />sewer mains sufficient to meet such requirements, in accordance with the City's Engineering Standards and as directed by the <br />City Engineer. [Section 29.1 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E19 Sewer Lateral Limit. Demonstrate that the project has one sewer lateral per parcel. [Engineering Standards - Design Criteria, <br />Part VI][SDR] <br />Prior to Building <br />Permit Issuance <br />E20 Discharge Permit for Subterranean Garages or Basements. Obtain a Discharge Permit from the City and either Silicon Valley <br />Celan Water (SVCW) to pump groundwater into the sewer system or the Regional Water Quality Board to pump groundwater <br />into the storm drain system as a result of on-site excavation efforts. Pay wastewater discharge permit fees to Silicon Valley <br />Clean Water (SVCW) or Regional Water Quality Control Board (RWQCB), depending on the destination of the discharge. [Title <br />27, CCR, section 20005 et seq.][SDR] <br />Prior to Building <br />Permit Issuance <br />E21 Sewer Improvement Contributions. Project to construct a sewer lateral from the proposed building to the existing sewer main <br />within Red Morton Park (within the general alignment of Vera Avenue), including a sewer cleanout per City Engineering <br />Standards. Project to contribute $1.2M to the design and construction of upsizing said sewer main from the project’s point of <br />connection to King Street. Project to additionally contribute $50,734 toward the City’s sewer master plan projects C12, C13, and <br />C3 in proportion to the project’s projected sewer demand relative to the capacity of the improvements. <br />Construction prior to <br />Building Permit <br />Issuance and payment <br />as provided in Master <br />Project Agreement <br />E22 Water Mains. Submit and obtain approval of an evaluation and report, prepared by a licensed engineer, in conformance with <br />the City's Engineering Standards, demonstrating that the proposed water main meets the domestic and fire flow requirements <br />in accordance with City Code Section 38.26 and the International Fire Code. If the existing water main is less than 6” in size or <br />is in any other way not sufficient as determined by the City Engineer, Applicant shall, as part of the Project, construct and install <br />new water mains sufficient to meet such requirements, in accordance with the City's Engineering Standards and as directed by <br />the City Engineer. New water mains shall be 8” minimum in size and extend across the entire property frontage, from the <br />nearest point of connection to an existing 6” or larger water main. [Section 38.26 of Municipal Code][SDR] <br />Prior to Building <br />Permit Issuance <br />E23 Fire Flow. Comply with fire flow requirements as established by the Fire Department and based on the Fire Code. Contact the <br />Fire Department to obtain fire flow requirements, and then submit a written fire flow test request to the Engineering & <br />Transportation Department.
