ATTY/RESO.0110/CC RESO APPROVING ARCHITECTUAL PERMIT (YMCA PROJECT) <br />REV: 11-06-25 VR <br />Page 2 of 5 <br />WHEREAS, on October 29, 2025, a public hearing notice was published in the <br />San Mateo Daily Journal and mailed to interested parties and all property owners within <br />300 feet of the Property; and <br /> <br />WHEREAS, on November 10, 2025, the City Council of the City of Redwood City <br />held a duly noticed public hearing in accordance with all applicable requirements of the <br />State Planning and Zoning Law and the Redwood City Zoning Ordinance, to consider the <br />project; and <br /> <br />WHEREAS, on November 10, 2025, the City fully reviewed, considered, and <br />evaluated the staff report prepared for the Architectural Permit and the Modified Project <br />including the attachments to the staff report, oral and written public testimony, and all <br />other documents and evidence in the public record on the Project; and <br /> <br />WHEREAS, following its deliberation on all of the foregoing, the City Council <br />concurrently considered an Addendum (Addendum #2) to the 2019 EIR, which concludes <br />that the Modified Project is within the scope of the previously certified 2019 EIR such that <br />no further subsequent or supplemental environmental review is necessary or required <br />pursuant to State CEQA Guidelines Sections 15164 and 15162. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY, AS FOLLOWS: <br /> <br />Section 1. The City Council independently finds that the above recitals are <br />accurate and constitute findings in this matter, and with the staff reports, the application <br />materials, development plan, and all other documents, reports, studies, <br />memoranda, maps, oral and written testimony, and materials in the City’s file for the <br />application and the Modified Project, and all adopted City planning documents relating to <br />the Modified Project and the Property including the City’s General Plan, Municipal Code, <br />Zoning Ordinance, and other applicable City laws and regulations (the “Record”), have <br />together served as an adequate and appropriate evidentiary basis for the findings and <br />actions set forth in this Resolution. <br /> <br />Section 3. Parks Impact Fees. By this Resolution and pursuant to Redwood City <br />Municipal Code Section 18.529, the City Council hereby finds that no Parks Impact Fees <br />are due for the Modified Project. The Project is a joint endeavor by and between the City <br />and the YMCA on City-owned property which will generate invaluable recreational <br />opportunities and community amenities, including amenities accessible to veterans and <br />seniors, and will promote community connection and inclusivity. <br /> <br />Section 3. CEQA. In the exercise of its independent judgement, based on the facts <br />and evidence in the Record, the City Council concurrently adopted a Resolution finding <br />that, pursuant to Addendum #2 to the 2019 EIR, approval of the Architectural Permit for <br />Phase 2 of the Project would not cause new significant impacts that were not identified in <br />the 2019 EIR or result in a substantial increase in the severity of previously identified <br />significant impacts, and no new mitigation measures would be necessary to reduce
