The City Council hereby makes the <br />required findings for approval of the Architectural Permit pursuant to Zoning Code Section <br />45.4. Specifically, the City Council finds that: <br /> <br />A. The existence of sufficient variety in the design of the structure and grounds <br />to avoid monotony in the external appearance. <br /> <br />The building design includes a variety of materials and architectural features to <br />avoid a monotonous appearance. Warm earth tones, natural wood cladding, <br />cementitious fiber panels, cement plaster, metal fascia, and large areas of glazing <br />are used across all facades to create visual interest. These elements are applied <br />consistently to maintain a cohesive look that blends with the park setting and <br />complements the surrounding built environment. <br /> <br />B. The size and design of the structure shall be considered for the purpose of <br />determining that the structure is in proportion to its building site and that it <br />has a balance and unity among its external features so as to present a <br />harmonious appearance. <br /> <br />The building is designed with a consistent architectural style throughout each <br />elevation. The architectural elements, including rooflines, façade articulation, and <br />material transitions, have been thoughtfully designed to ensure unity among the <br />external features. In addition, the building’s overall design is cohesive and <br />harmonious in appearance, consistent with the surrounding built environment and <br />the character of the park. <br /> <br />C. The extent to which the structure conforms to the general character of other <br />structures in the vicinity insofar as the character can be ascertained and is <br />found to be architecturally desirable. <br /> <br />The building is located within Red Morton Park and was designed to blend in <br />harmoniously with the surrounding park environment and complement the new <br />Veterans Memorial Senior Center. <br /> <br />D. The extent to which excessive ornamentation is to be used and the extent to <br />which temporary and second-hand materials, or materials which are <br />imitative of other materials, are to be used. <br /> <br />The building does not utilize excessive decorative ornamentation and utilizes high <br />quality exterior materials with the use of cementitious fiber panel, natural wood <br />cladding, cement plaster and metal fascia. The materials are not temporary, <br />second-hand, or imitative. <br /> <br />
