EXHIBIT A – CONDITIONS OF APPROVAL & STANDARD DEVELOPMENT REQUIREMENTS <br />1455 Madison Street (YMCA) <br />Architectural Permit AP2024-060 <br />The following Conditions of Approval [COA] and Standard Development Requirements [SDR] apply to this project. The COAs are specific conditions applicable to <br />the approved project (“the project”). The Standard Development Requirements are items which are codified or adopted by resolution. The COAs and SDRs are <br />grouped by the responsible Department or category. Each COA or SDR is followed by the timeline required for compliance. <br />The applicant (“Applicant”) is responsible for complying with all conditions and standard development requirements. The Applicant includes the applicant and <br />any/all property owners and/or successors in interest to the project property. <br />The Applicant shall comply with all applicable City, County, State, and Federal statutes, codes, ordinances, resolutions, and regulations, including the following <br />Conditions of Approval and Standard Development Requirements: <br /># GENERAL Conditions Compliance <br />G1 Substantial Conformity. Submit construction drawings that substantially conform to the project plans prepared by CAW <br />Architects dated September 17, 2025, and the colors and materials board and related information submitted by the Applicant, <br />on file with the Community Development Department. Obtain building permits prior to entitlement expiration. [COA] <br />Prior to Building Permit <br />Issuance <br />G2 Approval Letter and Conditions of Approval. Print the Notice of Final Decision, with the accompanying Conditions of Approval, <br />and Mitigation Monitoring and Reporting Program provided in Attachment 1, on the first page of the building permit plans. <br />[COA] <br />Prior to Building Permit <br />Issuance <br />G3 Master Project Agreement. Comply with all terms of the Master Project Agreement approved by Resolution No. 15814, dated <br />December 16, 2019, including all amendments to the Master Project Agreement. In the event of a conflict between the <br />Master Project Agreement, as amended, and these conditions of approval, the Master Project Agreement, as amended, <br />shall control. [COA] <br />As provided in <br />Agreement <br />G4 Mitigation Monitoring Reporting Program. Provide written documentation of compliance with all required mitigation <br />measures and Conditions of Approval listed in the MMRP prior to issuance of final certificate of occupancy provided in <br />Attachment 1. [COA] <br />Prior to Certificate of <br />Occupancy <br />G5 Modifications. Permit modifications that include changing the use, altering any structure or modifying improvements shall be <br />reviewed by the final review authority of the originally approved permit, unless the Community Development Director <br />determines that the change is minor, and requires approval by the Zoning Administrator. [Section 41.10 of Zoning Code][SDR] <br />Ongoing <br />G6 Failure to Comply with Conditions of Approval. If the Applicant constructs buildings or makes improvements in accordance <br />with these approvals, but fails to comply with any of the Conditions of Approval or limitations set forth in these Conditions of <br />Approval and does not cure any such failure within a reasonable time after notice from the City, then such failure shall be cause <br />for non-issuance of a certificate of occupancy, revocation or modification of these approvals or any other remedies available <br />to the City. [COA] <br />Ongoing <br />G7 Indemnification.
