Agreement with Daryl Jones, Inc. (dba: Telecommunications Engineering Associates <br />(TEA) for LawNet monitoring, support, upgrades, and to provide professional <br />telecommunications engineering services to manage and maintain the City's radio base <br />station and public safety console equipment (304) <br /> <br />Recommendation: <br />By motion, determine that, due to the availability and proprietary nature of the services <br />requested, there is only one reasonable and practicable source for the required service <br />and the contract may be awarded without a competitive bidding process, and approve <br />and authorize the City Manager to execute a three (3) year agreement not to exceed <br />$195,552 between the City of Redwood City and Telecommunications Engineering <br />Associates (TEA) to provide LawNet support services, upgrades, and public safety <br />communications equipment maintenance and repair for the period of July 1, 2025 <br />through June 30, 2028 (requires 5/7 vote). <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br /> 8.E. Live Performance Agreement between the City of Redwood City and Zoppé Circus and <br />related resolution establishing a temporary time limit on parking spaces in the Library <br />parking lots (304) Reso 16362 <br /> <br />Recommendation: <br />1. By motion, determine that due to the nature of the services, a competitive bidding <br />process is not likely to serve the best interests of the City and the contract may be <br />awarded without a competitive bidding process, and approve and authorize the City <br />Manager to execute the Live Performance Agreement between the City of Redwood City <br />and Zoppé Circus in an amount not to exceed $295,000 (requires 5/7 vote); and <br />2. Adopt a resolution of the City Council of the City of Redwood City establishing a <br />temporary one-hour time limit on the use of parking spaces in Library Lots A, B, and C. <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br /> 8.F. Amend the City's Classification and Salary and Wage Plan to update salary ranges to <br />incorporate a 2025 cost-of-living adjustment as provided in the Chief Officers’ <br />Association Memorandum of Understanding (October 1, 2024 – September 30, 2027), <br />the Redwood City Management Employees Association Memorandum of <br />Understanding (October 1, 2024 – August 29, 2027), and Summary of Compensation <br />and Terms of Employment for the Confidential Employee Group (March 10, 2025 – <br />September 30, 2027), and amend the job description for Librarian I/II to add Lead <br />Librarian level (905) Reso 16363 <br />
