CONSENT CALENDAR <br /> <br />Council Member Sturken pulled item 6D for further discussion. <br /> <br />Vice Mayor Eakin pulled item 6A for further discussion. <br /> <br />Motion and second, Sturken and Chu, to approve all items on the Consent Calendar, except <br />for items 6A and 6D, passed 6-0-1 by roll call vote, with Council Member Padilla absent. <br /> <br />Motion and second, Chu and Gee, to approve item 6A, passed 6-0-1 by roll call vote, with <br />Council Member Padilla absent. <br /> <br />Motion and second, Sturken and Gee, to approve item 6D, passed 6-0-1 by roll call vote, <br />with Council Member Padilla absent. <br /> <br /> 6.A. 2024 Housing Element Annual Progress Report on the City’s progress toward meeting <br />its 2023-2031 Regional Housing Needs Assessment obligations and 2024 General Plan <br />APR on the City’s progress toward implementing the General Plan (455) <br /> <br />Recommendation: <br />By motion, accept the 2024 Housing Element Annual Progress Report (APR) and the 2024 <br />General Plan APR and authorize the City Manager to submit them to the State of <br />California Department of Housing and Community Development and Office of Land Use <br />and Climate Innovation (respectively) in compliance with Government Code Section <br />65400 (Administration of the General Plan). <br /> <br />CEQA: <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined <br />in CEQA Guidelines, section 15378, because it has no potential for resulting in either a <br />direct or reasonably foreseeable indirect physical change in the environment. The City is <br />required by law to submit the Housing Element and General Plan APRs to HCD and LCI <br />and these reports involve no authorization for any entitlement, permitting, or <br />construction activity that could result in direct or indirect changes to the environment. <br /> <br /> 6.B. Final acceptance of two sanitary sewer emergency repair projects: the Emergency <br />Veterans Boulevard Sanitary Sewer Repairs and Replacement Project (Phase 2 of 3) and <br />supplemental 2024 Emergency Veterans Boulevard Sewer Replacement Project (304) <br /> <br />Recommendation: <br />1. By motion, accept the Emergency Veterans Boulevard Sanitary Sewer Repairs and
