ATTY/RESO.0114/CC RESO APPROVING MODIFICATION TO ELCO YARD PROJECT <br />REV: 11-19-25 VR <br />Page 5 of 5 <br /> <br />ii. The proposed location is suitable for the proposed affordable <br />housing, is consistent with the Housing Element, general plan, and zoning, <br />and will not cause residential segregation. <br /> <br />The proposal includes affordable units on and off-site. The on-site <br />affordable housing would be integrated with the market rate units in Parcels <br />A and D. The off-site proposal is approximately 1,000 ft. north of the project <br />and would be an all affordable building in Parcel F (1304 El Camino Real <br />at Jackson Street). While off-site, these units will provide better access to <br />transit, retail, and services than on-site units, as the location is closer to the <br />downtown, Transit Center, and retail shopping centers. This building <br />complies with the City's zoning and general plan requirements and fits <br />within the DTPP cap for affordable units. As an all-affordable building, it <br />will also provide onsite services to support the needs of the tenants. The <br />off- site location allows for housing and has a number of other residential <br />developments nearby. As such, it would not cause residential <br />segregation. <br /> <br />Section 3. General Plan Conformity Finding: The City Council finds that the <br />Amended Project conforms to the General Plan, as set forth in the staff report. <br /> <br />Section 4. CEQA: Pursuant to CEQA Guidelines section 15162, the City Council <br />finds that the Amended Project’s modifications are within the scope of the certified Final <br />EIR certified for the original project (incorporated herein by reference) and would not <br />cause significant new impacts not identified in the Final EIR or result in a substantial <br />increase in the severity of previously identified significant impacts, and no new mitigation <br />measures would be necessary to reduce significant impacts, so none of the section 15162 <br />criteria are implicated and no subsequent or supplemental environmental review is <br />required. The proposed modifications do not propose to increase the project unit count <br />or footprint and are generally administrative in nature. <br /> <br />Section 5. Modified Project Approval: The City Council hereby approves <br />modifications to the Project, including revised Density Bonuses, Concessions and <br />Waivers as shown in the Revised Density Bonus Request prepared by the applicant, <br />attached to the staff report, and incorporated herein by reference, the Affordable Housing <br />Plan as shown in the Revised Affordable Housing Plan prepared by the applicant, <br />attached to the staff report, and incorporated herein by reference, and the Amended <br />Conditions of Approval (Exhibit A) attached and incorporated by reference. All other <br />entitlements in the Original Project remain unchanged by this approval and to the extent <br />required by law, all findings previously made for the Original Project are incorporated <br />herein by reference. <br /> <br />Section 6.
