Page 1 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: November 24, 2025 <br />SUBJECT <br />Amendment No. 7 to Agreement for Services with Gilbane Building Company for project management <br />services, and Amendment No. 9 to Agreement for Services with ELS Architecture and Urban Design for <br />construction administration services for the Veterans Memorial Building/Senior Center-YMCA Project, for <br />extended time and services due to construction delays, with both amendments to be reimbursed by <br />Thompson Builders Corporation <br />SUMMARY <br />The new Veterans Memorial Building/Senior Center (the Project) is a significant initiative aimed at serving <br />the City’s senior population and honoring veterans. ELS Architecture and Urban Design (ELS) was hired to <br />provide architectural design and oversight, while Gilbane Building Company (Gilbane) was hired to <br />manage construction of the Project. <br />Due to ongoing delays, the City needs to amend the agreements with ELS as the Construction <br />Administrator, and with Gilbane as Project Manager, to extend their services. In the City’s Project <br />Extension Agreement with Thompson Builders Corporation (TBC), TBC is responsible for the City’s <br />consultant and project management expenses after February 28, 2025. <br />RECOMMENDATION <br />1. By motion, approve and authorize the City Manager to execute Amendment No. 7 to the Agreement <br />for Services with Gilbane Building Company for project management services for the Veterans <br />Memorial Building/Senior Center for a not-to-exceed amount of $285,092 for a total not-to-exceed <br />amount of $5,336,625; and <br />2. By motion, approve and authorize the City Manager to execute Amendment No. 9 to the Agreement <br />for Services with ELS Architecture and Urban Design for construction administration services for a not <br />to exceed amount of $45,000, for a total not-to-exceed amount of $10,128,562. <br />7.C. - Page 1 of 15 <br />102
