Page 2 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Healthy Community for All <br />BACKGROUND <br />The new Veterans Memorial Building/Senior Center (the Project) is a significant initiative aimed at serving <br />the City’s senior population and honoring veterans. ELS Architecture and Urban Design (ELS) was hired to <br />provide architectural design and oversight, while Gilbane Building Company (Gilbane) was hired to <br />manage construction of the Project. <br />Conceptualized as a hub for community interaction, senior services, health services, recreational <br />activities, theater performance, and commemorative events, the Project reflects the City’s commitment <br />to creating an inclusive and supportive environment for all residents. The new 45,000 square foot facility <br />will house multipurpose rooms for events, meetings, and workshops, non-profit center, health and <br />wellness programs, a state-of-the-art kitchen for meal services, and a dedicated space for veterans to <br />gather, share their experiences, and access essential resources. <br />ELS was selected through a competitive qualifications and negotiation process for this project because of <br />their notable experience in creating innovative and accessible public spaces that can cater to a variety of <br />needs. They were tasked with the architectural design and oversight of the Project. <br />On June 25, 2018, the City Council approved the design/development and construction documentation <br />services agreement for the Project with ELS in the amount of $5,118,639. The agreement has been <br />amended eight times, initially due to increased fees from rebidding of the Project due to COVID-19 <br />pandemic impacts and then due to delays in construction resulting in the project continuing to need <br />project management services. <br />7.C. - Page 2 of 15 <br />103
