However, Thompson Builders Corporation (TBC) has been <br />unable to maintain the project schedule and has repeatedly extended the expected completion date. The <br />City and TBC entered into a Project Extension Agreement in which TBC committed to substantial <br />completion of building construction by March 15, 2025. TBC failed to complete the project by that <br />deadline, and construction activities remain underway. <br />Due to ongoing delays, the City needs to amend the agreements with ELS as the Construction <br />Administrator, and with Gilbane as Project Manager, to extend their services. In the City’s Project <br />Extension Agreement with TBC, TBC is responsible for the City’s consultant and project management <br />expenses after February 28, 2025. <br />Construction Administration refers to the duties performed by architects during the construction phase <br />of a project to ensure the project is being built according to the approved plans, specifications, and <br />contract documents. It serves to maintain the design intent, ensuring the finished product is consistent <br />with the approved drawings and design. <br />Key responsibilities typically include: <br />•Observation and Site Visits: Regularly visiting the construction site to observe the progress and <br />quality of the executed work. <br />•Reviewing Shop Drawings and Submittals: Reviewing detailed drawings or plans submitted by the <br />contractor to ensure they conform to the design concept. <br />•Change Orders: Reviewing, approving, or providing recommendations when there are changes to <br />the original plan, such as unforeseen conditions or changes requested by the owner. <br />7.C. - Page 4 of 15 <br />105
