Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: November 24, 2025 <br />SUBJECT <br />Waive second reading and adopt an ordinance updating Chapter 14 (Refuse, Weed, Nuisance and <br />Abandoned Shopping Cart Regulation and Abatement) of the Redwood City Municipal Code to allow for <br />self-haul and Recology billing of solid waste <br />SUMMARY <br />Amendments to Chapter 14 (Refuse, Weed, Nuisance and Abandoned Shopping Cart Regulation and <br />Abatement) of the Redwood City Municipal Code will (1) allow a waiver from the current requirement to <br />have refuse service at an occupied premise, (2) allow for self-hauling of refuse, and (3) provide that <br />Recology will assume billing responsibilities for its solid waste services. These changes will bring Redwood <br />City into alignment with surrounding jurisdictions. <br />On November 10, 2025, the City Council waived the first reading and introduced an ordinance amending <br />Article I (In General), Article II (Refuse Receptacles), and Article III (Collection and Disposition of Refuse) <br />in Chapter 14 of the Redwood City Municipal Code. <br />RECOMMENDATION <br />Waive second reading and adopt an ordinance amending Article I (In General), Article II (Refuse <br />Receptacles), and Article III (Collection and Disposition of Refuse) in Chapter 14 of the Redwood City <br />Municipal Code. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />7.D. - Page 1 of 13 <br />117
