Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Finally, changes to Section 14.31 state that maximum rates that may be charged by any Refuse Collector <br />are approved by resolution by the City Council. While Redwood City has historically provided billing <br />services for solid waste collection performed by Recology, by allowing Recology to assume its own billing <br />responsibilities, the City will be in further alignment with the other RethinkWaste member agencies. <br />Coinciding with the changes to allow for Recology billing, Sections 14.30 and 14.32 are being repealed, as <br />they are related to payment, penalties for nonpayment, and refunds of solid waste services. <br />On November 10, 2025, the City Council waived the first reading and introduced an ordinance amending <br />Article I (In General), Article II (Refuse Receptacles), and Article III (Collection and Disposition of Refuse) <br />in Chapter 14 of the Redwood City Municipal Code. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed by reviewing data from a similar program or policy in another jurisdiction. <br />FISCAL IMPACT <br />There is no direct fiscal impact associated with this item. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect not to adopt the ordinance. <br /> <br />7.D. - Page 3 of 13 <br />119
