Page 1 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: November 24, 2025 <br />SUBJECT <br />Waive first reading and introduce an ordinance to update the City’s Municipal Code Chapters to conform <br />to current laws, increase creek protections by requiring engineering review of development within creek <br />setbacks, and allow lot design exceptions for Urban Lot Splits on wide lots; Chapter 18, Local <br />Improvements and Planning, Chapter 27A, Stormwater Management and Discharge Control Program, <br />Chapter 30, Subdivisions, and Chapter 41, Floodplain Management <br />SUMMARY <br />This ordinance updates four chapters of the City’s Municipal Code to conform to current state laws and <br />federal recommendations, strengthen creek and flood protections, and allow greater lot design flexibility <br />for urban lot splits. Key changes include clarifying underground utility requirements, requiring engineering <br />reports for development near creeks, and requiring freeboard in flood zones to match Federal Emergency <br />Management Agency (FEMA) recommendations. <br />RECOMMENDATION <br />Waive first reading and introduce an ordinance amending Municipal Code Chapters 18 (Local <br />Improvements and Planning), 27A (Stormwater Management and Discharge Control Program), 30 <br />(Subdivisions), and 41 (Floodplain Management). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />8.A. - Page 1 of 24 <br />140
