City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
ENVIRONMENTAL REVIEW
These amendments are administrative in nature. This activity is not a project under California
Environmental Quality Act (CEQA) as defined in CEQA Guidelines, Section 15378, because it has no
potential for resulting in either a direct or reasonably foreseeable indirect physical change in the
environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting. Public notification also consisted of publishing a notice in the local newspaper
at least ten days ahead of the public hearing, and public hearing notice was included on the City’s Public
Notices webpage www.redwoodcity.org/publicnotices. If the City Council approves the proposed
changes, staff will inform property owners adjacent to creeks of the requirements for new development
as part of annual communications on creek maintenance responsibilities.
ALTERNATIVES
1. The City Council may direct staff to modify the Municipal Code revisions for consideration at a future
meeting. If the City Council requests changes and/or delays adoption, implementation of updated
standards for flood protection, creek setbacks, and lot design flexibility would be postponed. This may
limit the City’s ability to fully comply with current state and federal laws in the short term. However,
this option allows additional time to address specific concerns or refine provisions before adoption.
2. The City Council may decline to adopt the Municipal Code revisions. Not adopting the updates would
keep outdated regulations in place, risking non-compliance with FEMA, state law, and building codes.
This could impact public safety, flood resilience, and limit the City’s ability to support housing and
infrastructure goals.
ATTACHMENTS
Attachment A – Ordinance
REPORT PREPARED BY:
Patti Schrotenboer, Senior Civil Engineer
pschrotenboer@redwoodcity.org
(650) 780-7368
8.A. - Page 6 of 24
145
