Page 6 of 10 <br />Figure B: Parcel A Major Transit Stop Access <br /> <br />Parcel D <br />As noted in the Project Description, the Applicant proposes to make 11% of the base allowable residential units in <br />Parcel D available to Very Low income households (in addition to other affordable units as identified above in <br />Table 1). The following identifies the requested density bonus, concession/incentive, development standard <br />waiver and parking reduction. <br /> <br />1. Density Bonus – The provision of 11% Very Low income households entitles the Project to a 35% bonus. <br />(Govt. Code, § 65915(f)) A 35% bonus is requested for Parcel D. Specifically, the base density allows 186 <br />units, of which 21 units will be affordable to Very Low income households. The 35% density bonus allows <br />a total of 252 units; however applicant is only requesting 249 total units. <br />While not directly relevant to the SDBL, it is noted that a bonus under the SDBL is consistent with the <br />revised Mixed-Use Transitional Zoning district which has recently been amended to allow for standalone <br />multifamily housing. <br /> <br />2. Concessions/Incentives – Density bonus law grants two concession/incentives for the provision of 11% <br />Very Low income units. (Govt. Code § 65915(d)(2)(A)). The Applicant is requesting following two <br />concessions: <br />• One concession is being requested to reduce the requirement that a minimum of 125 SF of <br />common and private open space be provided for each residential unit, per Zoning Code Section <br />53.4.A.2.(a). Applicant proposes to provide a total of 104 SF of private open space for each <br />residential unit, which equates to 25,782 SF of total open space. See Table 5 below that <br />summarizes the proposed open space areas. Applicant proposed to reduce the requirement by <br />eliminating the 56 internal balconies and does not propose to change the previously approved <br />exterior balconies and common spaces. Per Zoning Code Section 32.19.F.3(d), the Applicant can <br />request a concession related to usable open space without providing additional <br />documentation, as it is presumed to result in identifiable and actual cost reductions to provide <br />for affordable housing costs. <br /> <br />8.B. - Page 30 of 120 <br />193
