Learn why this isimportant <br />Dear Honorable Mayor and Esteemed Council Members; <br />I'm temporarily out of the area and will not be able to attend the November 24, 2025 Council <br />Meeting. <br />I would like the information in this email to be included in the Official Comments Section. <br />My comments are in reference to Consent Calendar Item 7D, an ordinance amending <br />Articles I, II, III in Chapter 14 of the Municipal Code. <br />I was a public servant for nearly 30 years, working for San Mateo County, City of Saratoga, <br />City of Mountain View. <br />I have been retired since 2018. <br />My direct experience providing assistance in managing MSW Contract spans over 20 years. <br />My experience is both administrative and direct field work, meaning I did code enforcement in <br />the field as well. <br />My concerns are as follows: <br />1) Allowing a waiver of the present garbage removal requirement via the approved service <br />provider under the exclusive franchise agreement could, and likely will, result in said <br />properties with a waiver choosing not to haul away their refuse on a regular once per week <br />basis. This would result in increased vector issues, including but not limited to, offensive <br />odors, hoarding of garbage, which would attract non-vermin such as birds (ravens/crows, etc.) <br />As a property owner, I would be very upset if my neighbor had a "dump" in their backyard...it <br />would lower my property value and reduce my overall quality of life. <br />2) Allowing private disposal of MSW (garbage) could and will likely result in loads that are <br />not property contained or covered, which increases the chance trash will fall onto the streets <br />and then onto the private/public/right-of-way properties enroute to the MSW transfer station or <br />public dump. This loose trash could and most likely would find it's way into our local storm <br />drains/creeks/rivers and then into the San Francisco Bay. <br />As a property owner, I do not want to see any additional litter on the streets. This litter can <br />and does often find its way onto my property, which creates extra work for me and this <br />random waste is a Public Health and Safety Hazard. As someone who cares deeply about the <br />environment, I do not want to see any trash flowing into the Bay, especially when it could <br />have easily been avoided. <br />3)Allowing the exclusive franchise agreement service provider to perform billing services is,
