in my opinion, a bad idea. We have a system of checks and balances in government <br />(protocol measures) which should be followed. These protocols catch honest mistakes, <br />prevent or discourage poor accounting practices, and help to mitigate the potential for <br />fraud/corruption. <br />The City does an excellent job providing billing services for MSW service contract - it's a <br />good use of taxpayer dollars to allow this arrangement to continue.
