City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
BACKGROUND
The new Veterans Memorial Building/Senior Center (the Project) is a significant initiative aimed at serving
the City’s senior population and honoring veterans. ELS Architecture and Urban Design (ELS) was hired to
provide architectural design and oversight, while Gilbane Building Company (Gilbane) was hired to
manage construction of the Project. Conceptualized as a hub for community interaction, senior services,
health services, recreational activities, theater performance, and commemorative events, the Project
reflects the City’s commitment to creating an inclusive and supportive environment for all residents. The
new 45,000 square foot facility will house multipurpose rooms for events, meetings, and workshops, non-
profit center, health and wellness programs, a state-of-the-art kitchen for meal services, and a dedicated
space for veterans to gather, share their experiences, and access essential resources.
On October 28, 2022, the City Council approved a Purchase Agreement for Goods, Commodities, and
Services with One Workplace in the amount of $599,263 to provide all of the interior furniture for the new
building. At the time of this agreement, the City was anticipating a Veterans Memorial Building/Senior
Center construction project completion date of August 2023. As a result of subsequent delays in
construction, the City entered into a storage agreement with One Workplace in August 2023 to store the
new furniture until the City was ready to accept delivery and amended the agreement in June 2024 since
the building was still incomplete. The original agreement and Amendment No. 1 were below the financial
threshold for City Council approval and were approved by the City Manager. However, on January 27,
2025, City Council approved Amendment No. 2 because the total amount of the amended contract
required City Council approval. Amendment No. 3 will be the last and final amendment to cover the period
from the end of Amendment No. 2 to the furniture delivery date of October 20, 2025.
CONSULTANT AGREEMENT SUMMARY
Agreement/Amendment Time Period Covered Amount
Original Agreement 8/14/2023-6/10/2024 $55,000.00
Amendment No. 1 6/10/2024-1/26/2025 $46,905.00
Amendment No. 2 1/27/2025-5/31/2025 $32,733.40
Amendment No. 3 (proposed)6/1/2025- 10/31/2025 $20,660.00
Total $155,298.40
ANALYSIS
To ensure the interior furniture for the Veterans Memorial Building/Senior Center remained secure and
available during the construction period, the City previously utilized One Workplace for off-site storage
and subsequent delivery services. Amendment No. 3 provides compensation for the storage and delivery
work that has already been completed. The original purchase agreement anticipated direct delivery to the
new building rather than temporary storage, and neither the initial storage agreement nor Amendment
No. 1 or Amendment No. 2 included costs associated with One Workplace retrieving the furniture from
the storage facility and delivering it a second time. This amendment acknowledges that additional services
were required and ensures One Workplace is compensated for their services.
7.B. - Page 2 of 12
91
