Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />The new Veterans Memorial Building/Senior Center (the Project) is a significant initiative aimed at serving <br />the City’s senior population and honoring veterans. ELS Architecture and Urban Design (ELS) was hired to <br />provide architectural design and oversight, while Gilbane Building Company (Gilbane) was hired to <br />manage construction of the Project. Conceptualized as a hub for community interaction, senior services, <br />health services, recreational activities, theater performance, and commemorative events, the Project <br />reflects the City’s commitment to creating an inclusive and supportive environment for all residents. The <br />new 45,000 square foot facility will house multipurpose rooms for events, meetings, and workshops, non- <br />profit center, health and wellness programs, a state-of-the-art kitchen for meal services, and a dedicated <br />space for veterans to gather, share their experiences, and access essential resources. <br />On October 28, 2022, the City Council approved a Purchase Agreement for Goods, Commodities, and <br />Services with One Workplace in the amount of $599,263 to provide all of the interior furniture for the new <br />building. At the time of this agreement, the City was anticipating a Veterans Memorial Building/Senior <br />Center construction project completion date of August 2023. As a result of subsequent delays in <br />construction, the City entered into a storage agreement with One Workplace in August 2023 to store the <br />new furniture until the City was ready to accept delivery and amended the agreement in June 2024 since <br />the building was still incomplete. The original agreement and Amendment No. 1 were below the financial <br />threshold for City Council approval and were approved by the City Manager. However, on January 27, <br />2025, City Council approved Amendment No. 2 because the total amount of the amended contract <br />required City Council approval. Amendment No. 3 provides compensation for the storage and delivery <br />work that has already been completed. The original purchase agreement anticipated direct delivery to the <br />new building rather than temporary storage, and neither the initial storage agreement nor Amendment <br />No. 1 or Amendment No. 2 included costs associated with One Workplace retrieving the furniture from <br />the storage facility and delivering it a second time.
