MAY BE DISPOSED OF PRIVATELY WITH APPROVAL: <br />A.A person may self-haul the refuse they generated if they first obtain a waiver pursuant to Section 14.2(B) <br />and a self-haul permit from the City’s Health Officer. <br />B.The following requirements apply as a condition of maintaining a self-haul permit: <br />1.All refuse must be hauled using the self-hauler’s own vehicles, equipment, and employees to a <br />permitted solid waste processing facility. <br />2.Unless the self-hauler is servicing his own dwelling with fewer than five units, the self-hauler must <br />separate recyclables from other refuse at the source and transport them to a solid waste facility <br />operation, activity, or property that processes or recovers such materials. <br />3.The self-hauler must separate organic materials from other refuse at the source and transport <br />them to a solid waste facility operation, activity, or property that processes or recovers source <br />separated organic materials. Alternatively, organic materials commingled with other refuse must <br />be transported to a high diversion organic waste processing facility as specified in 14 CCR Section <br />18984.3. <br />4.Unless the self-hauler is servicing his own dwelling with fewer than five units, the self-hauler must <br />keep a record of each instance of disposal of organic materials at the requisite processing facility. <br />This record is subject to inspection by the City’s Health Officer. <br />i.The record must include the name of the processing facility, delivery receipts and weight <br />tickets from the facility, and the amount of organic material in cubic yards or tons. <br />ii.In instances where the facility is not capable of weighing the organic materials accepted, <br />the record entry need not contain the weight of the organic materials or the weight ticket. <br />5.The self-hauler must comply with any additional requirements specified by the City’s Health <br />Officer, such as requirements for the frequency of disposal. <br />Sec. 14.23. AUTOMOBILE BODIES, ETC., TO BE BROKEN UP: <br />All automobile bodies or other bulky material shall be broken up by the possessor in a manner satisfactory to the <br />Street Superintendent before being put out for collection. <br />Sec. 14.24. NUMBER AND MANNER OF COLLECTIONS: <br />The Health Department may make such regulation concerning the number and manner of collections of refuse by <br />refuse collectors as it may deem necessary to carry out the provisions of this Article but in no case shall collection <br />service less often than once a week be permitted. <br />Sec. 14.25. TIME OF COLLECTIONS: <br />The time of collections of refuse in residential areas shall be between the hours of six o'clock (6:00) A.M. and six <br />o'clock (6:00) P.M., exclusive of holidays in residential areas. The time of collections of refuse in commercial areas <br />shall be between the hours of three o'clock (3:00) A.M. and six o'clock (6:00) P.M. on weekdays and on weekends <br />between six o'clock (6:00) A.M. and five o'clock (5:00) P.M. exclusive of holidays. <br />Sec. 14.26. PLACE AND MANNER OF DISPOSAL: <br />The refuse collector shall dispose of all garbage outside of the City limits in a place and manner that will not be a <br />nuisance to the inhabitants nearby or objectionable in any way to the City Council. It shall also have the approval of <br />the County Health Officer and the State Board of Health.
