ATTY/RESO.0115/CC RESO 731 EDGEWOOD ROAD (MILLS ACT CONTRACT) <br />REV: 11-24-25 VR <br />Page 1 of 3 <br />RESOLUTION NO. 16373 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY DESIGNATING 731 EDGEWOOD ROAD A LOCAL HISTORIC <br />LANDMARK AND AUTHORIZING THE CITY MANAGER TO EXECUTE <br />A HISTORIC PRESERVATION AGREEMENT (MILLS ACT CONTRACT) <br />WHEREAS, Applicants, Niall Wall & Sheila Cepero (the “Property Owners”), <br />applied for a local landmark designation and a Mills Act Contract (the “Project”) located <br />at 731 Edgewood Road (the “Property”); and <br />WHEREAS, on September 11, 2025, the Historic Resources Advisory Committee <br />held a duly noticed public hearing in accordance with all applicable requirements of the <br />State Planning and Zoning Law and the Redwood City Municipal Code to consider the <br />Project; and <br />WHEREAS, the Historic Resources Advisory Committee recommended that a <br />Historic Preservation Agreement (Mills Act Contract) be approved for the Property by a <br />vote of 5-0; and <br />WHEREAS, on October 21, 2025, the Planning Commission held a duly noticed <br />public hearing in accordance with all applicable requirements of the Redwood City <br />Municipal Code to consider the Project and voted 7-0 recommending approval of the <br />Project; and <br />WHEREAS, on December 8, 2025, the City Council held a duly noticed public <br />hearing in accordance with all applicable requirements to consider the Project; and <br />WHEREAS, the Property does meet the historic designation criteria established <br />by the Redwood City Historic Preservation Ordinance as follows: <br />Criterion C: It embodies distinctive characteristics of a style, type, period, or <br />method of construction, or is a valuable example of the use of <br />indigenous materials or craftsmanship. <br />The structure is a fine example of the Monterey Revival style which incorporates classical <br />elements, such as a symmetrical facade composition and restrained classical details in <br />the entrance. It retains a generally high level of integrity and classical influences with a <br />Period of Significance identified as 1936, the year of construction. A historic evaluation <br />was conducted in January of 2025, identifying the following key external features: <br />1.The symmetrical design of the façade <br />2.The side-gabled roof <br />3.The clapboard siding in the second story <br />4.The red brick walls with white paint splotches in the first story <br />5.The paneled front door with ornamental brass hardware
