ATTY/RESO.0116/CC RESO 839 BLANDFORD BLVD (MILLS ACT CONTRACT) <br />REV: 11-24-25 VR <br />Page 1 of 2 <br />RESOLUTION NO. 16374 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY DESIGNATING 839 BLANDFORD BOULEVARD A LOCAL <br />HISTORIC LANDMARK AND AUTHORIZING THE CITY MANAGER TO <br />EXECUTE A HISTORIC PRESERVATION AGREEMENT (MILLS ACT <br />CONTRACT) <br />WHEREAS, Applicant, Robert H. Volk (the “Property Owner”), applied for a local <br />landmark designation and a Mills Act Contract (the “Project”) located at 839 Blandford <br />Boulevard (the “Property”); and <br />WHEREAS, on September 11, 2025, the Historic Resources Advisory Committee <br />held a duly noticed public hearing in accordance with all applicable requirements of the <br />Redwood City Municipal Code to consider the Project; and <br />WHEREAS, the Historic Resources Advisory Committee recommended that a <br />Historic Preservation Agreement (Mills Act Contract) be approved for the Property by a <br />vote of 5-0; and <br />WHEREAS, on October 21, 2025, the Planning Commission held a duly noticed <br />public hearing in accordance with all applicable requirements of the Redwood City <br />Municipal Code to consider the Project and voted 7-0 recommending approval of the <br />Project; and <br />WHEREAS, on December 8, 2025, the City Council held a duly noticed public <br />hearing in accordance with all applicable requirements to consider the Project; and <br />WHEREAS, the Property does meet the historic designation criteria established <br />by the Redwood City Historic Preservation Ordinance as follows: <br />Criterion C: It embodies distinctive characteristics of a style, type, period, or <br />method of construction, or is a valuable example of the use of <br />indigenous materials or craftsmanship. <br />The structure is a fine example of the Colonial Revival Ranch style. The home was built <br />in 1939 as part of a group of demonstration homes for the Golden Gate International <br />Exposition and had been identified as potentially historic resource due to its age (over 50 <br />years old). A historic evaluation was conducted in May 2023 and June 2025, identifying <br />the following key external features: <br />1.Broadly horizontal emphasis <br />2.“U”-shaped footprint following the curved street frontages <br />3.Brick veneer <br />4.Hipped roof <br />5.Brick landscape elements <br />6.Recessed rear porch with wood elements
