ATTY/RESO.0117/CC RESO 1018-1020 MAIN (MILLS ACT CONTRACT) <br />REV: 11-24-25 VR <br />Page 1 of 2 <br />RESOLUTION NO. 16375 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AUTHORIZING THE CITY MANAGER TO EXECUTE A OF A <br />HISTORIC PRESERVATION AGREEMENT (MILLS ACT CONTRACT) <br />FOR 1018-1020 MAIN STREET <br />WHEREAS, Applicants, Steve Pierce (the “Property Owner”), applied for a Mills <br />Act Contract (the “Project”) located at 1018-1020 Main Street (the “Property”); and <br />WHEREAS, on October 5, 2015, the house at 1018 Main Street was listed on the <br />National Register of Historic Places; and <br />WHEREAS, on October 6, 2015, the house at 1020 Main Street was listed on the <br />National Register of Historic Places; and <br />WHEREAS, on October 9, 2025, the Historic Resources Advisory Committee held <br />a duly noticed public hearing and recommended that a Historic Preservation Agreement (Mills <br />Act Contract) be approved for the Property by a vote of 3-0; and <br />WHEREAS, on November 4, 2025, the Planning Commission held a duly noticed <br />public hearing and voted 6-0 recommending approval of the Project; and <br />WHEREAS, on December 8, 2025, the City Council held a duly noticed public <br />hearing in accordance with all applicable requirements to consider the Project; and <br />WHEREAS, said Property does qualify for a Historic Preservation Agreement <br />(Mills Act Contract); and <br />WHEREAS, it is in the best interest of the City of Redwood City and the residents <br />therein, that a Historic Preservation Agreement (Mills Act Contract) be approved to assist <br />in the restoration and preservation of the Property. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1. The City Council finds that the above recitals are accurate and constitute <br />findings in this matter, and with the staff reports, the application materials, development <br />plan, and all other documents, reports, studies, memoranda, maps, oral and written <br />testimony, and materials in the City’s file for the application and the Project, and all <br />adopted City documents relating to the Project and the property including the City’s <br />General Plan, Municipal Code, and other applicable City laws and regulations, have <br />together served as an adequate and appropriate evidentiary basis for the findings and <br />actions set forth in this Resolution. <br />2. The City Council finds that the proposed Project is exempt from the <br />requirements of the California Environmental Quality Act under Section 15308 Class 8
