Appendix A: Existing Policy Documents <br /> <br />The following section provides excerpts related to bicycle parking from each document. <br /> <br />All these existing policies may change overtime. <br /> <br />RWCMoves (the Citywide Transportation Plan), 2018 <br />This planning document proposed to: <br />• Establish a program for bicycle parking racks in the right-of-way. <br />• Establish a bicycle station/long-term bicycle parking at RWC Transit Center. <br /> <br />Downtown Precise Plan (DTPP) and Plan Wide Amendments <br />1. Standards for Various Land Uses <br />a. Downtown Precise Plan was adopted in (2011) and amended in 2018 and 2023. The <br />following metrics are for the most recent amendment in 2023: <br />• Residential: 1 space per dwelling unit <br />• Nonresidential: 1 space per 2,000 sq. ft. of gross floor area <br />• Bicycle parking and associated amenities, such as showers for employees, shall be <br />required as a TDM measure. <br />• For office uses: 20% of the required spaces shall be for short-term bicycle parking. <br />• For office uses: 80% of the required spaces shall be for long-term bicycle parking. <br />• For retail uses, the required short-term bicycle parking shall be 60% and long-term <br />bicycle parking shall be 40%. <br />• The proposed ratio is applicable to all DTPP projects until the Bicycle. <br /> <br /> <br />2. General Guidelines <br />b. Projects should refer to Association of Pedestrian and Bicycle Professionals (APBP) <br />Guidelines (2010) or City adopted guidelines for more detailed guidance on short- and <br />long-term bicycle parking for residential and non-residential development. <br />c. Bicycle parking may be provided in sheltered, secured facilities located on the project <br />site, or in bicycle racks on the public sidewalk. <br />d. Long-term bicycle parking within nonresidential development should have direct <br />access to the public right-of-way or sidewalk/walkway. <br />e. Long-term bicycle parking within nonresidential development should be located on <br />the ground floor to provide convenient access for users. <br />f. Bicycle racks on the public sidewalk should be an inverted “U” type, powder-coated <br />black, and should be located within 100 feet of the project site in the public sidewalk <br />furniture zone. Exact locations and designs shall be subject to the approval of the <br />Planning Manager/Designee. <br /> <br /> <br />7.A. - Page 115 of 121 <br />121
