Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 8, 2025 <br />SUBJECT <br />Resolution amending phase in of the adopted electric vehicle charging fee for City-owned charging <br />stations to promote community benefits and allow staff time to identify service-delivery alternatives while <br />recovering operational costs <br />SUMMARY <br />Electric vehicle charging rates for City-owned chargers are significantly higher than the rates charged at <br />many publicly and privately owned charging locations. Following an updated rate study, staff learned that <br />the City might benefit from outsourcing the administration and maintenance of charging stations to an <br />external service provider. Customers have voiced concerns with the current rates and would like the City <br />to provide competitive pricing. While staff explores potential solutions, it must address concerns that the <br />current rate will increase on January 1, 2026. The proposed action will enable the City to continue <br />recovering the majority of its costs while staff identifies the most economically viable solution to present <br />to the City Council for consideration. <br />RECOMMENDATION <br />Adopt a resolution amending Resolution No. 16194 to amend the phase in of the adopted electric vehicle <br />charging fee. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />7.B. - Page 1 of 8 <br />128
