Matrix Consulting Group 1 <br />October 21, 2025 <br />Electric Vehicle (EV) Charging Fee Analysis <br />The City of Redwood City contracted with the Matrix Consulting Group to conduct an analysis of its <br />Electric Vehicle (EV) Charging fee. The City last updated this fee in 2023 as part of the Citywide fee <br />study. The City traditionally has a policy of achieving full cost recovery; therefore the analysis in 2023 <br />resulted in a full cost calculated at $2.23 per kWh. The City adopted the fee at full cost but proposed a <br />phased in approach to achieve full cost recovery. However, as part of due diligence, City staff wanted to <br />re-analyze the cost assumptions of the analysis to ensure that all appropriate components were <br />captured. Therefore, the City contracted with Matrix Consulting Group to review the existing rate <br />structure but also provide comparative information and some alternative options. The following memo <br />presents the updated calculation based on 2025 information, comparative information, and an overall <br />analysis of options. <br />EV FEE CALCULATION <br />Redwood City has several Electrical Vehicle (EV) Charging stations throughout the City that it <br />administers. Overall, there are 12 EV charging units managed by the Public Works Department. The <br />project team worked with City staff to identify the total operating costs (maintenance, repair, electricity, <br />and replacement) associated with the charging stations, as well as any departmental or citywide <br />overhead. The following points provide an overview of each cost component: <br />•Annual Maintenance Costs: These costs represent the annual contracted costs associated with <br />general maintenance and upkeep of the charging stations. <br />•ChargePoint Fees: This covers the flat fees charged by ChargePoint for access to the online <br />dashboard for EV station management by City staff. This does NOT cover the fees that are pass- <br />through charges by ChargePoint for transactions. <br />•Annual Repair Costs: These costs represent the three-year average of costs incurred by the city in <br />relation to repairing the specific charging stations. <br />•Annual Electricity Cost: This represents the annual electricity cost incurred by the City in relation to <br />the charging stations. It is based on the average kWh rate taken from one of the City’s charging <br />locations and multiplied by total kWh distributed by all charging stations in the last full calendar year. <br />•Annual Replacement Cost: This reflects the estimated cost to replace each charging station. The <br />estimated cost is approximately $7,000 per unit, for 12 units, over the projected lifespan of 5 years. <br />•Indirect Costs: These represent the indirect costs associated with managing the program such as <br />Public Works staff support as well as Citywide overhead costs incurred. This is based on the federal <br />de-minimis rate of 15%, which is intended as a standard coverage of overhead costs incurred. <br />ATTACHMENT B7.B. - Page 6 of 8 <br />133
