EV Charging Fee Analysis Redwood City, CA

Matrix Consulting Group 2
The following table breaks out the total cost for the EV Charging stations by each of these cost
components:
Table 1: Total Direct and Indirect Cost – EV Charging Stations

Cost Category Total Cost
Annual Maintenance Cost $16,006
ChargePoint Fees $8,510
Annual Repair Costs $28,293
Annual Electricity Cost $70,188
Annual Replacement Cost $16,800
Indirect Costs $18,450
Total Direct and Indirect Costs $158,247
The $158,247 is divided by the total kWh distributed in 2024 to calculate the cost per kWh. The following
graphic shows this calculation:
$158,247 = $1.24 per kWh 127,786.26 kWh
Based on the calculation conducted, the full cost associated with the Level I/Level II charging station is
$1.24 per kWh. This $1.24 per kWh does not include the 10% processing fee that ChargePoint assesses
on each transaction. To account for this additional processing cost, the updated cost would be $1.38
per kWh.
The analysis conducted in 2023 indicated a full cost calculation of $2.23 per kWh. City Council adopted a
resolution to “phase-in” the increases to $2.23 per kWh gradually. As such, currently in 2025, the City only
charges $1.12 per kWh. The updated cost calculation only shows a difference of $0.26 per kWh.
COMPARATIVE INFORMATION
In addition to the full cost analysis, as part of this study, the project team collected information regarding
the fees charged by other surrounding jurisdictions. Along with that comparative information, where
possible, additional research was done regarding the types of costs included in the fees charged by
other jurisdictions. The following table shows the results of this comparative analysis:
Table 2: Total Direct and Indirect Cost – EV Charging Stations

Jurisdiction Fee Adoption Cost Components
San Carlos $0.25 2022 No information was available / provided
Menlo Park $0.32 2019 Electricity Only
San Mateo County $0.33 2021 Electricity Only + ChargePoint 10%
City of San Mateo $0.27 2015 Not even covering electricity
Millbrae $0.61 2025 Contract pass through
Based on the comparative analysis, the average fee amount per kWh is $0.36, which is almost $1.02
lower than the City of Redwood City’s updated fee. Part of the reasoning for this is that the majority of
the agencies appear to be primarily focused on recouping electricity costs. However, even when that is
ATTACHMENT B7.B. - Page 7 of 8
134
