By motion, authorize the City Manager, or their designee, to increase the contract amount, if <br />necessary, by up to 20 percent, for a total not-to-exceed amount of $741,872. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The City’s sanitary sewer system conveys wastewater through an extensive network of 6-to-60-inch <br />diameter pipes, manholes, lateral connections, and pump stations. The 2023 Sanitary Sewer Capacity <br />Master Plan evaluated the system’s ability to accommodate existing and future wastewater flows, <br />identified capacity deficiencies, then developed and prioritized a series of improvement projects based <br />on existing capacity and anticipated future developments. <br />The 2025-2026 Sanitary Sewer Capacity Improvement Project will increase capacity in three segments <br />identified in the Master Plan as capacity deficient, segments C12, C13, and C3 (Figure 1). These <br />improvements are necessary to address existing capacity limitations and to accommodate additional <br />wastewater flows from the proposed YMCA development project at 1333 Madison Avenue. <br />In addition to segments C12, C13, and C3, the sewer segment from the YMCA’s point of connection to <br />segment C12 also must be upsized to provide adequate capacity for the project. The YMCA is responsible <br />for this portion of work (shown in Figure 1 in yellow). As established in YMCA’s development agreement <br />with the City, the YMCA will fund a fixed amount for design and construction of this segment. To ensure <br />construction reliability and continuity, the City will incorporate the design and construction of this <br />segment in its 2025-2026 Sanitary Sewer Capacity Improvement Project. <br />7.C. - Page 2 of 28 <br />137
